## Summary

The public procurement process is led by the Agriculture and Horticulture Development Board (AHDB) for the provision of LIDAR Digital Topographic Scanning services across farms in Great Britain. The tender is part of a larger project to assess biomass, carbon, and hydrological run-off risk for mixed farms, including uncropped land such as woodland. The procurement falls under the agricultural services category and uses an open procedure. The key procurement stage is the award phase, with Bluesky International Limited having been awarded the contract on 5th September 2024. The project is scheduled to start on the 1st of October 2024 and conclude by 30th September 2025, with an option for a two-year extension. The tendering process witnessed significant interest, with 22 bids being considered.

This tender presents substantial growth opportunities for businesses specialising in agricultural services, particularly those with expertise in LIDAR technology and digital topographic scanning. Companies that can offer competitive technical quality alongside affordable pricing have a notable advantage, given the 75% quality and 25% price weighting in the evaluation criteria. Enterprises that thrive on providing environmental data analytics and services aimed at enhancing agricultural productivity and sustainability would find this project particularly suited to their capabilities. Being aligned with public law objectives, participating in this contract could enhance a business’s profile and establish long-term collaborations with the AHDB and other agricultural stakeholders in the UK.

## Notice

For this tender, AHDB are seeking partner/s to provide LIDAR scanning services to inform the assessment of above ground biomass and carbon, and hydrological run-off risk for between 120 and 200 farms across Great Britain. Farm recruitment for participation in this project is currently underway hence exact numbers of farms and their location cannot be confirmed at this stage. Most farms will be mixed farms with two or more enterprise types. Uncropped land such as woodland will also be included.

### Lot Information

Lot 1

For this tender, AHDB are seeking partner/s to provide LIDAR scanning services to inform the assessment of above ground biomass and carbon, and hydrological run-off risk for between 120 and 200 farms across Great Britain. Farm recruitment for participation in this project is currently underway hence exact numbers of farms and their location cannot be confirmed at this stage. Most farms will be mixed farms with two or more enterprise types. Uncropped land such as woodland will also be included.
To provide flexibility, this work has been divided into three regional blocks, each provisionally comprising between 40 and 70 farms.
The LIDAR dataset should cover all the farms identified as participating in the project. Details for two LIDAR resolutions is requested, 16 and 40 ppm, both with three or more returns. LIDAR acquisition must be carried out under leaf off conditions. It will be delivered formatted as a digital terrain model, a digital surface model, canopy height model, fully classified LAS file format and a RGB ortho mosaic in geotiff format.
The above service is part of the project's overall requirement to measure, report and verify (MRV) the changes in carbon stocks within and across farms and provide farmers with information that can help them deliver better environmental services, whilst optimizing production efficiency.
The final award will be for one resolution and the area scanned per farm will vary dependent on farm size and other factors. Tenderers may bid to scan farms in one or more regional blocks.

Renewal: The contract will be for one year (1 October 2024 to 30 September 2025) with the option for it be extended for up to two more years in increments of one year.
