## Summary

The Welsh Government has awarded a contract titled "Handbook on Empty Homes in Wales," classified under urban planning services. This procurement process, following an open tender method, aimed to develop a handbook to assist in bringing empty homes back into use, contributing to social and economic goals and enhancing community safety. With a budget of up to GBP 125,000 excluding VAT, the contract spans six months. The successful supplier, CARDIFF MET COMPANY LTD, was awarded the contract valued at GBP 118,705. The contract was signed on 21 October 2024, and the process is now at the Award stage, with the procurement status marked as complete. The primary location for deliverables is Wales, and the contract addresses the wider legislative context of the Well-being of Future Generations (Wales) Act 2015.

This tender presents substantial opportunities for business growth, particularly for businesses specialising in urban planning, technical planning, environmental consultancy, and development services of real estate. Companies proficient in developing comprehensive guides, strategic urban planning, and community revitalisation projects would be well-suited to compete for such tenders. As the project addresses urgent social issues such as housing shortages and community decline, businesses with a strong focus on social and environmental responsibility will find this especially beneficial for enhancing their portfolio and contributing to significant regional transformational outcomes.

## Notice

In alignment with the Well-being of Future Generations (Wales) Act 2015, tackling the issue of empty homes aids in delivering the seven goals and five ways of working identified in the Act. Bringing empty homes back into use can boost the economy, enhances social values and decrease vandalism, crime, antisocial behaviour and drug use leading to safer more vibrant communities. Additionally, empty homes represent a squandered resource during a national housing shortage and rising homelessness. The latest statistics show that there are 22,634 chargeable long-term empty homes in Wales. While many are legitimately empty due to estate issues and restoration, many others are dormant and could be brought back into use reasonably quickly thus providing homes for people in need. Both the Scottish and UK Governments have developed handbooks for their respective Local Authorities, and now there is a real demand for a handbook tailored to the unique legal, social and economic context of Wales. Bidders are invited to submit Bids to be awarded Contract C029/2024/2025 - Handbook on Empty Homes in Wales to develop a handbook, which should be an informative guide, to assist bringing empty homes back into use. The Contract is for the delivery of the Services as described in the Specification and a budget of up to GBP 125,000 excluding VAT is available for the purposes of this contract over the '6' month contract period.
