## Summary

The "Transport Professional Services Framework (2025)" is orchestrated by Transport for Greater Manchester, a public body operating under local government guidelines. The procurement process is primarily within the consultancy services category, specifically focusing on transport systems consultancy services. With a comprehensive scope covering multiple lots, this framework solicits services such as transport policy development, strategic modelling, economic analysis, and more. Structured as an open procedure, it caters to the broader regional requirements across the North West, North East, Yorkshire, and the Midlands. The process has progressed to the award stage as of 13th June 2025, and contracts were signed on 15th April 2025, establishing a framework agreement poised for a maximum of 80 participants.

This tender offers substantial opportunities for businesses, particularly those specializing in consultancy and advisory services related to transport and infrastructure. Companies that have expertise in strategic development, economic analysis, project management, and engineering services will find lucrative growth possibilities through this framework. Both large enterprises and SMEs are encouraged to participate, as evidenced by the diverse range of suppliers involved, including notable firms such as AECOM Limited and Ernst & Young LLP. The multi-lot structure allows for specialised involvement, enabling firms to leverage their unique competencies across several consultancy domains. With a total potential value of £120 million, it presents a significant engagement for businesses aiming to expand their service offerings within the public sector.
