## Summary

The Birmingham City Council is planning a market engagement process for the creation of an Approved Installer List related to scaling up retrofit through Energy Company Obligations and the Great British Insulation Scheme in Birmingham. The contract falls under the services category of the energy and related services industry. The council aims to appoint up to five installers to work on retrofit measures across 3000 properties annually in Birmingham. The deadline for interested organisations to book a place at the virtual market engagement event is 15th July 2024.

This tender opportunity from Birmingham City Council presents a chance for experienced retrofit installation companies to secure a spot on the Approved Installer List and contribute to energy-efficiency measures in Birmingham. Businesses with expertise in insulation work, boiler installations, building surveying services, and related areas would be well-suited to compete. The procurement process is currently in the planning stage, offering ample time for interested organisations to prepare and engage with the council's market event.

## Notice

This prior information notice is for Information only and is being published on a strictly voluntary basis. This is not a call for competition and there is no guarantee of any future procurement activity. Birmingham City Council is exploring the opportunity to create an Approved Installer List of suitably experienced retrofit installation companies with specific expertise in delivery of Energy Company Obligations and the Great British Insulation Scheme under a concession arrangement. Neither the Council nor households shall provide any funding towards the retrofit measures. With ECO and GBIS the installers are required to deliver the retrofit improvement measures and apply for funding to the relevant organisations/body. The Council are planning a market engagement event to provide the opportunity for interested installers to learn more about the outcomes the Council are looking to achieve and feed in their views about the approach.

### Lot Information

Lot 1

Birmingham City Council is exploring the opportunity to create an Approved Installer List of suitably experienced retrofit installation companies with specific expertise in delivery of Energy Company Obligations and the Great British Insulation Scheme. The Council anticipates appointing a maximum of five installers onto the approved installer list. The Council's ambition is that installers deliver retrofit measures across 3000 properties in the City of Birmingham per annum.Through the Energy Company Obligations programme there is significant opportunity to increase fully funded investment into retrofitting the most inefficient homes of all tenures across the city. The Council is seeking to facilitate an increase in the number of properties which can be benefited through the schemes. It is anticipated that an area approach will be taken with each installer being responsible for a section of the city. The services required relate to all eligible tenures. Installers will be required to market, develop, deliver and manage a holistic service (from application to completion) for households. The retrofit measures that are expected to be delivered by successful installers are those eligible through the ECO and GBIS programmes (the scope and measures will be flexible to accommodate future changes to the ECO/GBIS provisions or other Government led funded schemes of a similar energy company obligation nature).Retrofit measures may include, but are not limited to; insulation works, low carbon heating systems, renewable energy installations, heating system upgrades and repairs, glazing and doors, draught proofing, flood risk appropriate measures (e.g., suitable insulation for properties at risk of flooding) and other associated enabling or 'trigger point' building works. The Council is looking to secure an annual fee from each installer. This fee will be used to cover the Council's costs in targeting and promoting ECO and GBIS funded measures in Birmingham, verifying household eligibility, signing declarations, notifying Ofgem, and liaising with DESNZ.We invite all interested organisations to a virtual market engagement event via MS Teams on the17th July 2024 from 9.30 to 11:30 GMT.To book a place at this event, please complete the online booking form (MS Forms) by no later than 5.00 p.m. on Monday 15th July 2024 by copying and pasting the following web link into your web browser: Birmingham City Council - P2203 Approved Installer List in relation to Scaling up Retrofit (office.com) (https://forms.office.com/Pages/DesignPageV2.aspx?prevorigin=shell&origin=NeoPortalPage&subpage=design&id=Z86aaeTSzUuzA9K74rm78WaZjyJQhqdMv9qbgpTTl_FUNTgxMklXUDlaUTI4VjhJR0pXVEU2Uk40Ui4u)This event will take place virtually with further information being sent nearer the time.
