TfL wishes to invite potential suppliers to help shape how it might define, procure and contract for a Tunnels Control and Monitoring System (TCMS). The purpose of this Prior Information Notice is to notify the market of TfL's intention to carry out early market engagement to assess the current market capabilities and appetite for the requirement, and to provide details of how the early market engagement process is to be conducted. TfL, at any time through this market engagement process and, at its sole discretion, may enter into discussions with respondents to this PIN. Feedback from respondents will assist TfL in understanding the current supply market considerations for the TCMS and inform the continued development of the procurement strategy for any potential future contract(s). Suppliers wishing to participate in this market engagement process and view all associated documents including the Market Brochure and Market Sounding Questionnaire (MSQ) should send an email to TCMS@tfl.gov.uk to express interest and provide appropriate contact details. TfL reserves the right to make changes to this advertisement without notice and without reason at any time.

### Lot Information

Lot 1

The Tunnels Control and Monitoring System is a software-based Traffic Management System. This system is vital to TfL's performance of its authority duties and obligations, particularly with regard to the safety and operability of 12 existing road tunnels on the Transport for London Road Network and an additional one being added from 2025. This system monitors and controls the safety systems in the tunnels and the associated London Traffic Control Systems (LTRACS) on approximately 90km of approach roads. There are several key features and capabilities of the current system: * it ensures safety and mitigates disruption in road tunnels; * it is capable of incident management; highlighting incidents, alarms and notifications to operator attention providing for automatic and manual incident management and User activity logging for an audit trail; * it enables effective communications with the attending emergency services and other incident responders, enabling TfL to play an effective role in mitigating safety and network disruption risks - it also communicates internally, allowing operators to better collaborate on traffic network management and improve traffic management performance; * it collects safety information from London's Tunnels, including Fire Systems, CCTV, SCADA (Supervisory Control and Data Acquisition) and other safety control systems; and * it is responsible for various activities which are Network Information Systems (NIS) reportable. These features enable TfL to perform its operating duties as the Highway Authority and Traffic Authority in respect of road user safety (main risks being fire and toxic spillages) and network performance. TfL wishes to engage with the market to help shape how we might define, procure and contract a new Tunnels Control and Monitoring System. This will be achieved through assessing the current market capabilities and appetite for a TCMS contract. TfL are seeking to explore different options for the procurement, delivery and ongoing operation of the TCMS including where enhancements to functionality and increased efficiencies may be possible. As part of the early market engagement to be undertaken, TfL would like interested parties to respond to a Market Engagement Sounding Questionnaire. Parties that express their interest will be provided with a Market Brochure containing further details of the TCMS project along with the MSQ. Responses to the MSQ should be sent to TCMS@tfl.gov.uk and are politely requested by no later than Friday 26 July 2024. TfL will endeavour to keep all interested parties updated on future developments with regards to the TCMS project.
