## Summary

The Ministry of Housing, Communities & Local Government (MHCLG), alongside the Royal Institute of British Architects (RIBA), successfully executed a procurement process for the Grenfell Tower Memorial Commission. This process culminated in awarding a contract for a multi-disciplinary design team tasked with creating the design of the Grenfell Memorial. The competitive procedure with negotiation was utilized, with Freehaus Design Limited being selected as the lead designer. The procurement stage was recently completed on 24 November 2025, with the contract valued at £5,170,884 GBP and signed on 14 November 2025. The project will begin at RIBA Stage 0 (Strategic Definition) and cover all subsequent stages through RIBA Stage 7. The location for delivery is the Grenfell Tower site in London, UK, under the services category of construction consultancy.

This tender offers a significant opportunity for businesses within the architectural, engineering, planning, and consultancy sectors, particularly those focusing on multi-disciplinary design and community engagement. Companies that thrive in collaborative environments, especially with experience in sensitive and community-focused projects, will find this an appealing prospect. The opportunity is well-suited for those demonstrating excellence in architectural innovation, civil engineering, and artistic services, as the design requires both aesthetic appeal and functional engineering strength. By participating in such projects, qualified firms can augment their portfolios and expand their market presence in collaborative public service projects.
