## Summary

Health Education and Improvement Wales (HEIW) has completed the procurement process for commissioning the simulation suite and a new head of ophthalmology at Cardiff University. The project falls under the Education and Training Services industry category and is located at Cardiff University in the UK. The procurement method used was an award procedure without prior publication of a call for competition, and the contract was signed on 15th June 2023. The total funding provided by the Welsh Government is GBP 760,000, and HEIW has committed to annual funding to cover management, running, and consumable costs. The procurement aimed to address the shortage of Consultant Ophthalmologists in Wales, with a specific focus on providing high-quality simulation training as mandated by the Royal College of Ophthalmologists' curriculum requirements.

This tender creates substantial opportunities for business growth, particularly for organisations involved in the provision of specialised medical training equipment, educational services, and facilities management. Companies with expertise in developing and maintaining simulation technology, as well as those experienced in the health and education sectors, are well-suited to compete in such procurements. By contributing to the development of a competent and sustainable workforce, businesses can establish long-term partnerships and gain significant visibility in the public health and education domains. Additionally, firms that can offer innovative solutions to enhance the training experience may find ample opportunities for collaboration and future projects.

### Procurement Information

There is currently a shortage of Consultant Ophthalmologist in Wales, with further challenges in recruiting and retaining new trainee Consultant Ophthalmologists. The scale of this shortage was recently highlighted in an external report which showed that there are currently 1.8 Ophthalmology Consultant per 100,000 population which is the lowest in the UK. The Royal College of Ophthalmologists recommends that there should be 3 to 3.5 Consultant Ophthalmologists per 100,000 population.
