## Summary

Staffordshire County Council has completed the framework agreement for the transportation and processing of garden waste, with contracts awarded as of October 2024. This procurement process, which falls under the refuse and waste-related services industry category (CPV 90500000), covers separate lots for different councils including Lichfield District Council, Tamworth Borough Council, Newcastle under Lyme Borough Council, Cannock Chase District Council, East Staffordshire Borough Council, and South Staffordshire District Council. The procurement method followed the open procedure, and the procurement stage was at the award stage with contracts signed mainly in October 2024. The services will be delivered in Staffordshire and the West Midlands regions, focusing on receiving, processing, and utilising compostable green and mixed food waste in accordance with applicable regulations and best practices.

This framework agreement presents significant opportunities for businesses, particularly those involved in composting and waste management. Given the procurement’s focus on quality and price (with criteria splits of 25% for quality and 75% for price), businesses equipped with the required facilities, equipment, and best practices in waste processing stand to benefit. Small to medium enterprises (SMEs) like Bloomfield Composting and Greener Composting, as well as larger companies such as Veolia ES Landfill Limited, illustrate the type of successful suppliers. Such contracts are beneficial for businesses looking to expand their operational scope within the public sector and optimize waste treatment solutions, fostering sustainable practices and contributing positively to agricultural productivity through the reuse of composted waste.

## Notice

The framework is for supplier(s) to supply treatment facilities for the acceptance of separately collected green waste to be processed, with the exception of lot three which is for mixed food and green waste.
