## Summary

The Norfolk County Council (NCC) has entered the Award stage for the "Individual Placement & Support in Primary Care (IPSPC)" programme, also known locally as "Working Well Norfolk (WWN)," which falls under the industry category of Social Work and Related Services (CPV: 85300000). This pilot programme is funded by the Department for Work & Pensions (DWP) to support individuals with physical or mild to medium mental health conditions in obtaining or retaining employment. The contract, valued at £2.281 million, was awarded to Seetec Pluss Limited following a competitive bidding process. The service is delivered across regions UKH15, UKH16, and UKH17, with key deadlines including participant recruitment continuing until November 2024 and support concluding in March 2025. The procurement method was limited, specifically negotiated without publication of a contract notice due to technical reasons and extreme urgency.

This tender presents significant opportunities for businesses specialising in social work, mental health support, employment services, and related fields. Companies experienced in delivering comprehensive support programmes aimed at economically inactive and disadvantaged participants could find this contract particularly well-suited to their capabilities. The extension of the contract to January 2026 further allows for new businesses to plan future engagements and potentially collaborate in subsequent funding rounds like the Universal Support (US) initiative. Therefore, businesses with strong backgrounds in employment services and health support stand to benefit from engaging in this procurement process.

### Lot Information

Lot 1

Individual Placement & Support in Primary Care (IPSPC) is a pilot programme funded by the Department for Work & Pensions (DWP) to support people with either physical or mild to medium mental health conditions into work or to remain in work. The Growth & Investment team on behalf of Norfolk County Council (NCC) was one of 12 local authorities across the country successfully awarded funding following a competitive bidding process and a contract worth PS2.72m was signed in summer of 2023. Following a procurement process, Seetec Pluss were awarded a contract (valued at PS2.281m) to deliver this provision to 1,100 Norfolk residents, branded as Working Well Norfolk (WWN). The project launched in October 2023 and will recruit participants up to November 2024 with participant support ending in March 2025. In both the spring and autumn budgets in 2023 UK Government announced a further round of funding, entitled Universal Support (US), which would take on board the lessons learned from IPSPC and LSE and deliver supported employment provision to both IPSPC and LSE cohorts as well as a wider cohort of economically inactive disadvantaged participants. Additional information: This extension will be granted under the Public Contract Regulations 2015 (as amended) regulation 32 (2) (b) (ii) namely competition is absent for technical reasons and also in the alternative 32 (2) (c). This is a short extension from November 2024 to Jan 2026 to the contract with Seetec Pluss. Competition is absent as the timing of the new money from DWP has not allowed us sufficient time to tender and to transition the provision (TUPE is involved), without a break in provision. Due to the cohort involved a break in provision has been deemed unacceptable. Commercially it is not viable for another provider to take the provision and staff on and run for 1 year. The value of the existing contract is PS2281000 with the proposed amendment being of the value of PS2.1m.
