## Summary

The procurement process undertaken by Royal Holloway and Bedford New College seeks to establish a private 5G network solution for the CoSTAR National Lab and three additional network labs at Pinewood Studios, Abertay University, Ulster University, and University of York. This initiative, classified under the "Networks" industry category (CPV: 32400000), falls under the procurement stage of "Award" and adheres to the "limited" procurement method due to technical reasons. The contract has been awarded to British Telecommunications plc for the sum of £1,098,201, with the contract signed on 25 June 2024. The primary procurement focus is on delivering essential 5G network infrastructure crucial for the initial 12 months of AHRC/UKRI funding and enable collaborative research and development across the CoSTAR network locations.

This tender offers significant growth opportunities for businesses specialising in advanced network solutions, especially those with a capacity to deliver complex services in technically challenging environments. Companies engaged in telecommunications, network infrastructure, and related tech fields are particularly well-suited to compete for such contracts. The successful implementation of this 5G network can pave the way for further collaborations and investments, encouraging other businesses to explore similar opportunities within the educational and research sectors. The structured partnership with a major player like BT Telecommunications highlights the importance of strategic alliances, presenting an invaluable opportunity for firms aiming to establish or enhance their footprint in the burgeoning 5G technology market.

### Procurement Information

The contract with BT Telecommunications for the provision of private 5G network to the CoSTAR National Lab and 3 x Network Labs is at the centre of the CoSTAR Network's ability to perform collaborative R&D, connecting CoSTAR network sites in Pinewood Studios, Abertay University, Ulster University and University of York. The private 5G network is a core deliverable for the first 12 months of AHRC/UKRI funding, and the supplier was required to be able to provide the services nationally by Q2 of 2024. Without the ability to supply the 5G network within scope, the funding of the CoSTAR National Lab could have been affected. The CoSTAR National Lab competition required bidders to provide commercial partners who would coinvest in the development of the lab, with a specific requirement to provide 5G network as part of the competition. During an open call available to all universities and commercial creative industries, the University negotiated partnership with BT for the 5G network as part of the bid. It is our view that if the University had not followed this approach the CoSTAR grant would have delayed and deliverables put at risk, given that the BT contract is a foundational requirement and forms an integral part of the CoSTAR National Lab delivery to the CoSTAR Network. This partnership will allow CoSTAR R&D programme to collaborate and share data. The Negotiated Procedure Without Prior Publication has been utilised for the above reasons.
