## Summary

The Health and Safety Executive (HSE) has completed the procurement for the provision of leave and holiday management software as a service solution. This tender, classified under IT services, consulting, software development, Internet, and support with CPV code 72000000, is for services designed to handle the planning, booking, and approval of holidays, annual leave, flexi leave, and Time Off in Lieu (TOIL). The contract is valued at £77,689 GBP, with Edays Absence Management Limited, located in Nottingham, United Kingdom, as the successful supplier. The procurement method was open, and the procurement stage has reached the award stage. The contract was officially signed on 28 March 2025 with terms for possible extensions in annual increments for up to three additional years.

This tender presents significant opportunities for businesses specialising in SaaS solutions with capabilities of data management and software customisation. Ideal contenders are those from the IT services industry, particularly SMEs, who can provide high-quality support and training, as well as robust service performance. The tender offers the potential for business growth through long-term engagement with governmental bodies by ensuring compliance with the procurement criteria, mainly price competitiveness, and meeting HSE's specific service needs. Companies offering innovative solutions in leave management software have the chance to establish a robust relationship with a public organisation, enhancing both credentials and market reach. The contract includes options for renewal, providing a sustained opportunity for service provision.

## Notice

Since 2017 HSE has managed the planning, booking and approval of holidays/annual leave, flexi leave and TOIL (Time Off in Lieu) using a software as a service (SaaS) solution provided by e-Days Absence Management Limited. This solution is a stand-alone service unconnected to the organisation's Human Resource (HR) system and the joiners/movers/leavers process; changes to working patterns/leave entitlements are populated on the system in a weekly batch file upload. HSE is coming to the end of the current contract and requires a service provider who will: * Configure their SaaS service to meet HSE's requirements - which, as a minimum, will be the replication of functionality for annual leave/holiday management, flexi leave management and TOIL management in use in the organisation today * Lead and manage the extract of data from the current system * Lead and conduct the input of extracted data into the service provider's SaaS service * Support and manage the data quality review, by HSE, of the input data before service Go Live * Support and maintain the service to meet agreed Service Levels, ensuring the service is available and performant for all HSE users * Support the production of management information (MI) reports from the SaaS service * Train the super users and administrators in their roles in the SaaS service.
