## Summary

The Scottish Government, as part of its ongoing commitment to integrating innovative technology into public services, has issued a contract under its CivTech programme. The procurement, titled "CivTech 10.7 - How can technology help us deliver high-quality, scalable, public participation in decision-making, inspiring trust around ethical data use and sharing, AI, and wider public good activities?" focuses on the IT services category, specifically around consulting, software development, Internet, and support. The contracting process, completed as of July 2025, was carried out through an open procedure, aiming to foster significant economic uplift and public service enhancement. CivTech sought to address these requirements by selecting a solution from CrownShy, valued at approximately £604,632, with the contract sealed on 4 July 2025. This opportunity unfolded with processes including an active tender phase in 2024 and strategic bidding processes that raised interest from SMEs, particularly around the region of Edinburgh.

This procurement presents a promising growth opportunity for businesses adept in IT services, particularly those targeting innovations in data management and AI integration within public sector frameworks. Companies, especially SMEs, focusing on software development, data security, and content data standardisation would find this contract beneficial to elevate their market presence while contributing meaningful advances to public sector services. Through the CivTech initiative, businesses are also encouraged to showcase sustainable solutions that not only address local challenges but also possess worldwide applicability. This creates fertile grounds for forming longstanding partnerships with the public sector, enhancing both technological development and public engagement in governmental decision-making processes.

## Notice

A continuous and systematic public dialogue on uses of public data and AI would help us better understand and act on the public's expectations, thereby cultivating greater trust, while realising emerging technologies' benefits for public services. Continuous public dialogues would also let the public's wishes contribute to evidence-led policy making, in real-time. However, under financial pressures, high-quality participation approaches can be too resource intensive for governments to use more widely. Could technology help deliver high-quality, efficient, and scalable participation in Scottish Government decisions?

### Lot Information

Lot 1

CivTech's mission is to drive daring and innovation in the public sector by collaboratively solving Challenges that make people's lives better - and in doing so create generations of sustainable, high growth businesses. CivTech brings together public sector expertise and private sector innovation to solve real problems, develop new products, and deliver better, faster and easier services for everyone. Central to the approach is co-production with the citizen. Part of the Scottish Government's Digital Directorate, CivTech's approach is helping transform public sector engagement with tech and innovation, delivering significant benefits to public services, producing genuine uplifts for the Scottish economy - and along the way, making lives better. Across the country there are problems public sector organisations would like to solve and in the current environment the need for smart, efficient and effective products has never been greater. The Scottish Government is aware innovation is a good way to create them and is committed to ensuring a large part of its tech spend goes to smaller, innovative businesses. This is where CivTech comes in. The CivTech Innovation Flow is designed to create products as quickly and effectively as possible, and uses a true Accelerator model at the heart of its Innovation Flow model. For you - whether you're an individual, team or company - it's an opportunity to take on a Challenge, solve it, and win contracts with a blue-chip public sector organisation. You'll build a product, and a business to take it as far as possible. Because here's the kicker: the Challenges we issue aren't 'single organisation' problems - most exist worldwide. In short: Open Challenges are set. Any organisation, team or individual can respond. Applications are assessed, and shortlisted proposals go into an Exploration Stage where they're developed further [for which participating applicants are paid]. The best go through to the Accelerator - a period of intensive work to create the solution, and through CivTech's unique business workshop system, a business capable of taking the product to the world.
