## Summary

The Scottish Fire and Rescue Service, headquartered in Cambuslang, UK, is conducting a procurement process for technology solutions to enhance situational awareness in emergency response operations. This initiative, titled "CivTech 10.1 - How can technology be used to improve situational awareness for emergency responders," is classified under IT services, targeting consulting, software development, and support. The tender initially opened in 2024 and went through different stages, with an award eventually made to Rowden Technologies Limited in July 2025. The procurement was executed using an open procedure, reflecting its commitment to transparency and competitiveness. The entire process focuses on improving public safety outcomes and the safety of responders themselves in Edinburgh and broader Scottish regions. Key stakeholders included subcontractors Haywood Solutions Limited and Impressit Group Limited, contributing specific technical expertise.

This procurement presents significant opportunities for businesses, particularly those specialising in IT services, software development, and data solutions. The CivTech model encourages involvement from small to medium enterprises (SMEs), fostering innovation and driving economic growth within the technology sector. With a robust contract value and a pioneering accelerator model, the tender is particularly attractive for companies looking to establish or expand their footprint within the public sector through collaboration and technological innovation. Businesses capable of delivering innovative, reliable, and efficient technological solutions are well-suited to these types of public sector challenges, finding opportunities for subsequent national and international market development.

## Notice

Within the Scottish Fire and Rescue Service (SFRS) responders are faced with a limited ability to access accurate real-time data and information on the scale of the incident to determine resources required both before, during and after incidents. This Challenge needs to be solved in order to equip fire fighters with accurate and reliable information, continuing to improve Scottish Fire and Rescue Service's (SFRS) ability to save and preserve life and protect the public through prevention and response. It will also improve the safety of fire fighters and improve incident commander decision making.

Central to the approach is co-production with the citizen. Part of the Scottish Government's Digital Directorate, CivTech's approach is helping transform public sector engagement with tech and innovation, delivering significant benefits to public services, producing genuine uplifts for the Scottish economy - and along the way, making lives better. Across the country there are problems public sector organisations would like to solve and in the current environment the need for smart, efficient and effective products has never been greater. The Scottish Government is aware innovation is a good way to create them and is committed to ensuring a large part of its tech spend goes to smaller, innovative businesses. This is where CivTech comes in. The CivTech Innovation Flow is designed to create products as quickly and effectively as possible and uses a true Accelerator model at the heart of its Innovation Flow model. For you - whether you're an individual, team or company - it's an opportunity to take on a Challenge, solve it, and win contracts with a blue-chip public sector organisation. You'll build a product, and a business to take it as far as possible. Because here's the kicker: the Challenges we issue aren't 'single organisation' problems - most exist worldwide. In short: Open Challenges are set. Any organisation, team or individual can respond. Applications are assessed, and shortlisted proposals go into an Exploration Stage where they're developed further [for which participating applicants are paid]. The best go through to the Accelerator - a period of intensive work to create the solution, and through CivTech's unique business workshop system, a business capable of taking the product to the world.
