## Summary

Liverpool City Council has issued a contract modification notice for the “All age community-based 'integrated' drug & alcohol treatment and recovery” services. This procurement focuses on community health services and aims to enhance existing drug and alcohol treatment and recovery support in Liverpool. The modification, effective from 1st April 2025 to 31st March 2027, includes an additional £6,470,503.45 funding through central government grants. The procurement is administered under the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing the usual Public Contracts Regulations 2015, and involves the extension of existing services. The contract was formally awarded to Change Grow Live Services Ltd, starting from 2025, through a competitive process.

This tender provides a substantial opportunity for businesses specializing in health services, particularly those with expertise in drug and alcohol recovery and rehabilitation. The procurement seeks the enhancement of service quality and capacity, thus requiring experienced providers that can manage large-scale health service delivery effectively. Businesses that can integrate multiple service elements, including housing, education, and employment for individuals suffering from substance misuse, will be well-placed to contribute to this project. The long-term contract period, along with funding augmentation, underscores the potential for significant business growth and collaboration in the public health sector.
