## Summary

The Department for Business and Trade (DBT) is in the planning stage of a public procurement process for the "GSCIP Graph-Style Database" project. This procurement focuses on data services and aims to replace the current contract for the Global Supply Chains Intelligence Programme (GSCIP) Knowledge Graph, which expires in March 2025. The contract value is estimated at £5,000,000, and the opportunity is classified under CPV codes 72300000 and 48600000. The DBT seeks to gather market insights through a confidential survey link provided in the notice, with responses needed by 16th August. This is to aid in the development of a 'No Code' web application XL graph-style database to be deployed on DBT's IT infrastructure or a commercial VPC server. The tender is expected to be released in autumn, with the contract awarded by January 2025, and commencement in April 2025. Interested suppliers will need to register on the Crown Commercial Service Spark DPS to participate.

This tender presents a significant growth opportunity for businesses specialising in data services, particularly those experienced in developing graph-style databases and providing comprehensive support services. Businesses adept at supplying secure, scalable IT solutions that integrate both public and private datasets will find this project well-suited to their capabilities. The procurement process also invites smaller, innovative companies capable of delivering 'No Code' application solutions to engage with DBT. Given the substantial value and the strategic nature of the GSCIP project, firms involved in global supply chain analytics could leverage this contract to establish or expand their footprint in public sector engagements. Participation in the preliminary survey and subsequent registration on the Spark DPS are crucial steps to be eligible for this potential opportunity.

## Notice

This Notice signals DBT's intention to go to market to replace the current contract for the Global Supply Chains Intelligence Programme (GSCIP) Knowledge Graph which expires in March 2025 and is for Market Engagement purposes only. This notice contains a link to a confidential survey that DBT will use to gather information on your offerings. Your responses will help inform our specification of requirements. DBT leads a cross-government programme that combines both government (HMG), private sector and open-source data sets to build global supply chain understanding. At the heart of this programme is a ring-fenced graph style database stored in our own secure Virtual Private Cloud (VPC).

### Lot Information

Lot 1

GSCIP is a project led by DBT and currently supported by six other departments which has combined HMG, private sector and open-source data to build detailed global supply chain maps at commodity and company level using a knowledge graph, and graph data analysis and visualisation tools. Ahead of the next phase, we are exploring options and developing requirements for a potential partner to help us deliver a 'No Code' web application XL graph-style database for a further three years from April 2025. The data, software, and tool will be deployed onto our IT infrastructure and/or onto a commercial VPC server that we control. To aid DBT in developing the specification we are interested in furthering our understanding of the market offering landscape. Specifically, we want to hear from suppliers who can help us to deliver the required XL graph-style database and accompanying support services. For the initial stage of our engagement, we would be grateful if you could take the time to complete this online survey: https://ditresearch.eu.qualtrics.com/jfe/form/SV_exk6FisM2u8xaBg Please submit your completed survey response by Friday 16th August. Following a review of the responses to this Notice, DBT may arrange a formal engagement with all respondents to discuss the findings. We anticipate that this may take place in mid-September and we will confirm in due course. It is anticipated that the tender will take place this autumn with the contract being awarded at the beginning of January 2025 with the contract commencement in April 2025. Should we proceed to market we will use the Crown Commercial Service Spark DPS to carry out the tender. Only suppliers who are registered on the Spark DPS will be able to participate, therefore if you are interested in this potential opportunity, we recommend registration on the DPS as soon as possible. Details can be found at www.crowncommercial.gov.uk/agreements/RM6094 Additional information: Any queries relating to registering on the Spark DPS should be directed to the Crown Commercial Service, as DBT does not have any control over their process or requirements.
