Lot 1

The purpose of this notice is to inform the market that Torbay Council intend to direct award a contract for landscape architectural services for RIBA stages 4-6 for the Paignton and Preston Flood Alleviation Scheme. The architect was originally appointed to the scheme via a competitive tender exercise in 2021.

### Procurement Information

On 06 January 2022, Torbay Council entered into a contract with LDA Design Consulting Ltd, to provide concept design and public engagement services for an Urban Realm Master Plan in Paignton and Preston (ref: TPL5823). These services were appointed through a formal competitive request for quote process. The total value of this appointment was PS80,000. During this appointment LDA Design Consulting acquired detailed knowledge of public opinion, the requirements of the local business users and community groups as well as the design principles of the coastal defence structures necessary to satisfy the criteria set out by the Environment Agency, the principal project funder. Given this position, on 21 November 2022, a new contract was awarded to LDA Design Consulting Ltd, under a waiver process, for RIBA stage 3. The total value for this additional appointment was PS42,000. Torbay Council intend to increase the value of the LDA Design Consulting appointment, to take the scheme through RIBA stages 4 to 6 to ensure this high-quality public realm project is delivered within the timescales set by the principal funder. Awarding this contract to a different supplier will result in delays to project delivery which cannot be accommodated in the programme as well as additional costs to the Council. The approximate spend for these services is likely to be PS80,000 (plus VAT).
