## Summary

The Foreign Commonwealth and Development Office (FCDO) is in the planning stages of a public procurement process titled "Political Economy Analysis Facility for the Ukraine Governance Reform Programme." This project falls under the services category, specifically foreign economic-aid-related services (CPV: 75211200). The British Embassy Kyiv seeks a provider to deliver political economy analyses at both national and sub-national levels to guide the UK's strategy in Ukraine. Located in Ukraine, this procurement is part of the larger Governance Reform Programme (GRP) aiming to support Ukraine's institutional reforms, including anti-corruption and state-owned enterprise reforms. An Early Market Engagement event is scheduled to provide further details to interested suppliers, and a full notice is expected by 20 January 2025. The total tender value amounts to GBP 5,000,000.

This tender offers significant opportunities for businesses specialising in political economy analysis, research services (CPV: 79315000), and strategic advisory roles. Companies experienced in conducting thorough political economy analysis and advising on governance, especially in conflict or post-conflict environments, would find this tender well-suited. The project will require delivering both rapid and comprehensive analyses, training workshops, and strategic dialogues, thereby presenting a chance for firms to showcase their expertise in these areas. Moreover, the successful implementation of this project can substantially benefit the UK's objectives in Ukraine, providing pivotal insights and ensuring that current and post-war strategies are well-informed and effective.

## Notice

British Embassy Kyiv is seeking a Political Economy Analysis Provider to provide regular, short- and long-term political economy analyses (PEA), particularly at the sub-national level. This will ensure the UK's strategy, policy, and programmes are informed and influenced by up-to-date and on-the-ground analysis to drive effectiveness of UK objectives in the complex operating environment of Ukraine.

### Lot Information

Lot 1

The PEA Facility will sit within the British Embassy Ukraine's Governance Reform Programme (GRP). It will also home this Political Economy Analyses (PEA) Facility to ensure the FCDO's activities in Ukraine are underpinned by contextual and thorough PEA. We are looking for a Supplier to: Objective 1: Build understanding of Ukraine's national and sub-national political economy under wartime conditions and the post-war transition. Objective 2: Build understanding of national and sub-national level political economy incentives and constraints affecting delivery of the UK's ODA portfolio (focused on: humanitarian, economic recovery and energy, fiscal, social recovery, security and stabilisation, and reform).
