## Summary

The London Borough of Newham (LBN) has completed the award stage of their procurement process for IT procurement support services, classified under the industry category of IT services, specifically for consulting, software development, Internet, and support. This contract, designated under the ID ITTN345, aims to ensure the transition from the shared oneSource IT service to a sovereign IT service for both Newham and the London Borough of Havering. The process started on 1st August 2024 and will last for 10 months, ending on 31st May 2025, with an optional four-month extension. The selected supplier for this phase is Vysiion Limited, and the contract was awarded following a limited procurement method without prior publication due to its classification outside the scope of the directive.

This tender presents significant opportunities for businesses specialising in IT consulting and project management, especially those experienced with large-scale technological transitions. The involvement in such a critical transition for a regional or local authority not only offers robust contractual value but also positions the awarded business as a key player in the public sector IT landscape. Both IT consultancies and IT service management firms are well-suited to compete, particularly if they can demonstrate strong technical expertise (evaluated at 58%) and offer competitive pricing (evaluated at 40%). This creates a pathway for growth, reputation enhancement, and potential long-term engagement with LBN and similar public sector entities.

## Notice

As part of the IT Split Programme, the decision has been taken to proceed with a procurement process to select a single IT partner to deliver the split from shared technology and also manage areas of the Newham IT service following the split from oneSource IT. This specific contract will be for consultancy and specialist advisory services during the procurement process that will award a contract to an IT partner as stated above, plus project management of all the technology change work to enable the split from oneSource and Havering. The start date is 01/08/24 and is for 10 months with an optional extension which has no attendant value for 4 months.

### Lot Information

Lot 1

A decision has taken by both the LBN and the London Borough of Havering (LBH) to exit the current oneSource shared IT service and transition to sovereign IT services for both boroughs. A LBN requirement for their sovereign IT service is to award a Contract to an IT Partner to deliver technology change and provide a IT Managed Service on a 5 + 2-year basis. LBN has therefore procured a Supplier to write the specification and compile the Tender pack to assist in the subsequent procurement process in awarding to the IT Partner.

### Procurement Information

This procurement was undertaken using the CCS framework RM6100 Technology Services 3 Lot 2 Lot 2: Transition and Transformation. An RFI was requested from all suppliers on that Lot and only those who responded positively were invited to tender.
