## Summary

Cambridgeshire County Council has updated the Cambridgeshire Energy Performance Contracting Project under the RE:FIT3 Framework Agreement. The project, classified under the construction industry category (CPV code 45000000), aims to optimise energy efficiency across various public sector premises in Cambridgeshire. The most recent procurement stage is the tender update dated 4th September 2024. The project involves a rolling programme of energy efficiency improvements and related services, with a contractual timeline from 1st November 2017 to 27th February 2030. Significant investments and partnerships with public sector entities are required for a projected investment level of £50 million or more.

This tender presents substantial opportunities for companies specialising in energy performance, sustainable construction, and renewable energy. Firms with capabilities in energy generation, storage, electric vehicle infrastructure, and verified energy savings strategies will find lucrative growth prospects. Engaging in this project could provide substantial income generation and operational cost savings due to guaranteed annual cost reductions. The project is particularly suited for businesses like Equans E&S Solutions Ltd, awarded in the latest update, that have the capacity to manage unforeseen economic and technical challenges, such as costs arising from Covid-19, Brexit, and inflation.

## Notice

Service Provider to work with the Authority closely in order to optimise the energy efficiency of selected premises, assets and sites, improve the energy performance of its assets through measured and verified energy efficiency improvements and/or energy generation, storage, electric vehicle charging or other mechanisms to reduce emissions and save money through guaranteed annual cost savings and/or income generation. The aim is to bring forward a rolling programme of public sector energy projects entering into Contracts until the expiration of the Framework Agreement on 19 April 2020. The target investment level is PS50 million but is not limited to this level as a significant one-off project could exceed this limit. To achieve the investment target, the appointed Service Provider must invest in the resources to assess a large range of projects to support the upfront pipeline development, in partnership with the Contracting Authority and public sector partners.
