## Summary

Leicestershire County Council is actively planning a tender for the provision of Alcohol & Substance Misuse Testing services, classified under medical analysis services (CPV code 85148000). This service-oriented procurement is scheduled to follow an open one-stage competitive process as stipulated by the Health Care Services (Provider Selection Regime) Regulations 2023. The key procurement stage is in the planning phase with the future notice date set for 30th August 2024. The operations are to be carried out within Leicestershire, but require nationwide service capability, particularly for with-cause testing instances.

This tender presents significant business growth opportunities for companies that specialise in medical testing services, particularly those with existing infrastructure to offer nationwide coverage and 24-hour service. Suitable businesses include agencies with experience in drug and alcohol testing, especially those that can conduct both saliva and urine tests onsite or at the roadside. Firms with a robust logistical framework for rapid deployment across various locations will be well-positioned to compete. Additionally, the contract offers up to a 4-year extension, providing long-term business stability.

The principles of the policy, and therefore the categories of staff that require testing are wide ranging, such agency workers, self-employed workers, casual workers, contractors and unpaid individuals (e.g. those on work experience, volunteers, etc.). Our 'with cause' testing policy (which applies to all staff regardless of their role) worked positively since 2018.
