## Summary

The University of Edinburgh has completed a procurement process for the upgrading and acquisition of a new Spectral 4LSR Flow Cytometer, categorised under 'Cytometers' in the goods industry. The procurement aimed to enhance the existing system with four lasers and acquire an additional similar system to ensure optimal usage during working hours and mitigate potential downtime. The contract was awarded on 25th July 2024 to FlowCEL Cytometric Engineering Ltd. The equipment will be delivered to the Institute for Regeneration and Repair at Edinburgh BioQuarter, 4-5 Little France Drive, Edinburgh, EH16 4UU. The procurement method employed was a direct award without prior publication, citing technical reasons and the supplier being the exclusive UK reseller capable of providing the required equipment.

This tender presents significant business growth opportunities, particularly for companies specialising in high-tech scientific equipment manufacturing and supply. Businesses capable of providing cutting-edge cytometric technology, ensuring consistency in clinical trial data, and meeting high-volume demand would find this contract pertinent. The opportunity is suited to large enterprises already established in the market, given the exclusivity and technical specificity required, although potential sub-contracting opportunities might exist for SMEs providing ancillary services or specialised components. This tender highlights the University’s need for reliable and advanced cytometric solutions, setting a precedent for future similar procurements.

## Notice

Requirement to upgrade exisitng system to 4 lasers and purchase a new equivalent 4-laser system.

### Lot Information

Lot 1

Having 2 equivalent 4-laser systems will allow the facility to maximise the use during working hours, reducing the need for out-of-hours bookings due to high demand. It will also allow the facility to safeguard against any downtime due to potential instruments faults, which is essential for longitudinal studies our users are carrying out.

### Procurement Information

The purchase consists of 2 units, one of which is an upgrade to an existing instrument which will be traded in. The University requires consistency in data output, including for clinical trials, with the new equipment providing higher quality output and further capacity with a second unit. The supplier is the exclusive reseller in the UK, and the only one that can provide this equipment.
