## Summary

The Foreign Commonwealth and Development Office (FCDO) in the United Kingdom commissioned a contract under the Occupied Palestinian Territories Independent Monitoring, Evaluation and Learning (OPTIMEL) programme, with a value of £5,000,000 for a duration of up to 36 months. The contract, governed by the open procedure procurement method, falls under the services category, specifically focusing on foreign economic-aid-related services. The OPTIMEL programme aims to provide extensive monitoring, evaluation, and learning services across the Palestine portfolio. This contracting process is in the 'Award' stage, with Itad Limited being the successful supplier, having been awarded the contract on 3rd October 2025. The commissioning of this programme is strategically aligned with the FCDO’s broader goals of improving their support and interventions in Palestine.

This tender offers expansive opportunities for businesses specialising in monitoring, evaluation, and learning services within politically sensitive and fragile contexts, promoting growth by enabling active participation in international aid projects. Companies with experience in carrying authority-led projects that incorporate value for money, strategic alignment, and impactful delivery would be well-suited to this tender. Firms with capabilities in forming consortia or engaging in sub-contracting, particularly within the domains of research, analysis, and evaluation, are likely to benefit significantly. Engaging with this project allows businesses to influence and contribute to development and diplomatic activities, ensuring that interventions meet the intended objectives and offer substantial value for money.

### Lot Information

Lot 1

The OPTIMEL contract will enable improved UK support to Palestine and populations affected by the ongoing crisis and long-term occupation. It will provide independent verification and assurance that UK-funded interventions deliver impact to intended beneficiaries, are strategically aligned, offer value for money (VfM), and are informed by Palestinian voices. In addition to supporting programme-level decision-making and risk management within the Palestine portfolio, OPTIMEL will contribute to FCDO's broader Country-Based Programming (CBP) goals, integrating diplomatic and development activities. The service will also strengthen the evidence base for effective approaches in fragile and politically sensitive contexts. OPTIMEL will be delivered across three workstreams: Third-Party Monitoring & Evaluation (TPM) Research, Analysis & Evaluation: Portfolio Learning & Engagement

Options: Subject to Supplier performance, budgets and the FCDO governance processes the contract can be extended for up-to 18 months with an additional budget of up-to PS2m.
