## Summary

Network Rail Infrastructure Ltd is actively seeking the engagement of business entities for the design and build of a new multi-storey car park at York Central, a strategic location in the UK. The project falls under the works industry category, specifically focusing on car park building construction work, as identified by CPV code 45213312. This planned procurement process is currently in the preparation stage, aimed at gathering market intelligence through a soft market testing exercise and envisages the release of a future notice by 21st October 2024. The detailed tender process will follow in compliance with the Utility Contracts Regulations 2016, ensuring the protection of existing parking capacity while integrating EV charging points. Interested parties should note that the procurement method will follow a selective and negotiated procedure with prior call for competition, ensuring comprehensive regulatory and technical approvals before project completion.

The upcoming tender presents lucrative opportunities for businesses specialising in construction and civil engineering work, offering a noteworthy chance to collaborate with Network Rail, a prominent buyer with a focus on railway services. The project value estimated at £14,000,000 indicates significant potential for growth and advancement, especially for large-scale contractors skilled in delivering extensive design and construction projects. Companies capable of addressing detailed specifications concerning elevation, height, and massing in conservation-sensitive areas will likely stand in good stead, particularly those experienced in handling complex infrastructure improvement schemes. The engagement, beyond providing the immediate opportunity for contract acquisition, promises long-term visibility and reputation enhancement within the public sector procurement landscape.

### Lot Information

Lot 1

Network Rail is intending to appoint a single contractor for the detailed design & build of a new multi-storey car park (MSCP) at York Central. The project will replace surface level parking with 626 space MSCP with an additional 10 surface parking blue badge spaces adjacent to the north of the MSCP building as well as 32 EV charging points located on the top decks of the MSCP. The site is located in the city of York. It is the existing station surface level long-stay car park. The car park has been part designed as a component of the Station Frontage Improvement scheme. The car park was included in this scheme to ensure the planning application protected the existing level of parking capacity at the station. However, as the site lies in a Conservation Area the Development Control team required more detail on the proposal including elevation, height and massing detail. Therefore, more extensive work was done on the design than anticipated but it now has planning consent that has (1) protected the number of station spaces and (2) established principles of height, massing and scale in a sensitive location. The appointed contractor shall be responsible for the detailed design and construction of the MSCP and for all technical regulatory approvals prior to handover.
