## Summary

The procurement process for the Provision of a Picture Archiving Communication System (PACS) and Vendor Neutral Archive (VNA) Solution Framework Agreement has been carried out by Partners Procurement Service (PPS) on behalf of the North Central London Integrated Care System (NCL ICS) Imaging Network. This includes several prominent healthcare trusts, such as Great Ormond Street Hospital, Moorfields Eye Hospital, and University College London Hospitals. The procurement falls under the 'goods' category for an imaging and archiving system, with Whittington Health NHS Trust acting as the buyer. The process, initiated via an open procedure, was completed with an award given to Sectra Limited. The contract, valued at £15,600,000, was signed on 28th November 2025 and will run for an initial duration of five years with an option to extend for up to three additional years. The geographic focus is primarily London, UK, providing substantial opportunity for service delivery within the medical imaging sector.

This tender offers significant opportunities for growth, particularly for companies specialising in medical imaging technologies and archiving systems. With a framework agreement spanning up to eight years, businesses can leverage long-term commitment and financial investment in these vital healthcare services. SMEs with expertise in delivering high-quality imaging solutions that meet social value and commercial criteria are well-positioned to compete. The involvement of esteemed institutions within the NCL ICS network further amplifies the potential for establishing strategic collaborations and enhancing service delivery in the healthcare domain. Companies aiming to provide innovative technologies and support integration within existing healthcare systems stand to benefit greatly from participating in such procurement processes.

Options: The duration of the services is anticipated to be for five (5) years with the option to extend for up to three (3) years (2+1). Whilst ImageWise is conscious that the maximum term of a framework agreement awarded under the PCR is usually four years, exceptional circumstances apply in respect of the PACS service which justify the award of an eight-year framework. Substantial investments are required for acquiring the service and the extensive time will be required for the supplier to mobilise and implement a PACS service effectively. This extended timeframe ensures adequate return on investment and supports the stable, long-term operation necessary for successful deployment.
