### Procurement Information

A contract is to be awarded by NRS using the negotiated procedure without prior publication for the Rental and Technical Support to the Breeder Fuel Test Rig. The award is being made relying on Reg 32(2)(b)(ii) of the PCR 2015 Regulations, as competition is absent for the technical reasons and no reasonable alternative or substitute exists. The reasons NRS considers Reg 32(2)(b)(ii) apply are as follows:

The Test Rig must be located near to the Dounreay Site (within 1 hours travelling time). This allows the live implementation of the techniques at Dounreay that are developed on the Test Rig in support of the Breeder Programme.
The Test Rig must be housed in a facility that has a minimum crane height of 16m due to the height of the test rig.
There would be considerable costs and risks involved in dismantling and re-erection of the Test Rig to another facility due the complex nature of the rig.
This work to dismantle and reassemble the Test Rig would take approximately 30-weeks which, if required, would significantly negatively impact the ability to meet the current programmed end date of the project.
