## Summary

The Maritime and Coastguard Agency (MCA) has undertaken a public procurement process titled "Dispersant Testing Requirements" in the industry category of Laboratory Services. This procurement is central to ensuring the UK's preparedness for pollution events by testing chemical dispersants. The procurement method used was an open procedure, and the contract, valued at £326,000, was awarded to Ricardo AEA Ltd. The award stage was completed on 17th October 2024, with the contract being signed on 14th October 2024. The testing locations are within the UK, and bidders were evaluated based on quality (80%) and price (20%) criteria. The tender period concluded on 16th September 2024, followed by the bid opening on 17th September 2024.

This tender offers significant opportunities for businesses specialising in laboratory services, particularly those with expertise in environmental and chemical testing. With the MCA needing to test 716 tons of chemical dispersants to meet legal obligations, businesses providing consistent quality testing in line with international standards stand to benefit. The procurement is suited to companies that can manage large-scale testing operations and have experience in compliance with standards such as the Warren Springs Laboratory method. Participating in such tenders not only provides financial gain but can enhance a company's reputation in the public sector, potentially leading to further opportunities.

## Notice

The UK Government have a legal obligation to respond to pollution events, usually the first port of call is chemical dispersants and therefore it is imperative to ensure the efficacy of this is in line with international standards.

### Lot Information

Lot 1

MCA hold approximately 1200 tons of chemical dispersant. This needs to be tested every 5 years to ensure the efficacy is 50% or higher. In the last 5 years less than half of our stockpile has been tested, which means we have 716 tons that still require testing, of which some of this has never been tested since its initial purchase (up to 30 years). MCA have now sorted each lot of dispersant into a batch, so that one from each batch can be tested every 5 years to save cost. This will equate to roughly 120 tests every 5 years. The quality of the tests must be consistent with the Warren Springs Laboratory method for testing chemical dispersants.
