## Summary

Walsall Metropolitan Borough Council invites businesses to participate in the "WP3997a - Community Reablement (Phase 1)" procurement process, classified under Community Health Services (CPV: 85323000). This service, part of a two-phase rollout, aims to promote independence and wellbeing for local people in Walsall, especially after illness or health deterioration. The first phase runs from 1st November 2024 to 31st March 2025, with a possible extension until 31st September 2025. The project's procurement stage is in the award phase, having employed a closed competition method via the Council's CBS Lot 1.6 Framework Agreement under the Light Touch Regime of the Public Contracts Regulations 2015. Key dates include the contract's start on 1st November 2024 and the awards announced on 18th October 2024, assigning Caring Care Limited and Universal Care Services (UK) Limited as providers.

This tender offers significant opportunities for businesses specialising in community health and reablement services. By participating in this contract, businesses can enhance their portfolio and demonstrate their capacity to deliver critical health services, potentially leading to further contracts in Phase 2, which will follow an open competitive tendering procedure. SMEs looking to expand their operations within the health and social services sector will find this an ideal opportunity to establish a strong foothold in a vital public service domain, supported by the fair and flexible procurement framework of Walsall Council.

## Notice

Reablement is a strengths-based, person-centred approach that promotes and maximises independence and wellbeing. It aims to ensure positive change using user-defined goals and is designed to enable people to gain, or regain, their confidence, ability, and necessary skills to live as independently as possible, especially after an illness, deterioration in health or injury. It is therefore fundamentally different to that of homecare provision. The Council currently does not have a community reablement service which is accessible on a universal basis to all local people in the borough. The Councils current offer is limited to individuals who have been hospitalised (or would have been hospitalised.) The Council plans to roll out a community reablement service in two phases. This is phase 1 of the project and will run from 1st November 2024 to 31st March 2025 with an option to extend up to 6 months until 31st September 2025. The procurement process being used is closed competition from the Council's CBS Lot 1.6 Framework Agreement and CBS Lot 1.6 Spot Contract under the Light Touch Regime of the Public Contact Regulations. Regulations 74 to 77 of the Public Contracts Regulations 2015 give the Council the opportunity and flexibility to design and carry out its own modified competitive procurement procedures via the light touch regime. The phase 2 community reablement service will be awarded following an open competitive tendering procedure commencing in 2025.
