## Summary

Cumberland Council has completed the award stage for the "Workington Gateway" project, a significant construction endeavour aimed at improving access and infrastructure within Workington, particularly around the A66 and A596 near the Port of Workington. This multi-faceted project, which falls under the "Construction work" industry category, involves realignment and widening of key junctions, road infrastructure enhancements, and improvements in local travel and public spaces. The total value of the project is estimated at £3.79 million. The project is divided into two stages: Stage 1 focused on design and Stage 2 will cover construction. Stage 1 commenced with an award to Story Contracting Ltd on 22 November 2024 and is set to prepare the necessary works information for the construction phase. Relevant locations include Workington, situated within the UKD1 region.

The Workington Gateway project offers substantial business growth opportunities, particularly for construction firms with expertise in large-scale infrastructure projects. This comprehensive redevelopment will encompass road and junction improvements, new active travel routes, and enhancements to public spaces, making it an attractive contract for companies specialising in civil engineering, urban design, and public realm enhancement. The open procurement method used suggests a competitive bidding environment, with criteria favouring quality, social value, and price, making it suitable for experienced contractors who can deliver innovative solutions and demonstrate significant expertise in project management, design, and execution. The project's phased approach, with decision points between design and construction stages, also allows for refined proposals and strategic planning by interested businesses.

## Notice

The Project forms part of the wider Workington Gateway programme, which is made up of the following elements: 1. Ramsay Brow junction (A66/A596) improvement to improve access to strategic employment sites, including the Port of Workington. 2. Local active travel network improvements and enhanced public realm, including a new LTN1/20 compliant east-west cycle route through Hall Park running parallel and complementary to the A66, supporting proposals in the Local Cycling and Walking Infrastructure Plan (LCWIP). 4. Enhancement of the cultural offer and visitor experience within Hall Park, including creation of a Social Enterprise Centre within the Walled Garden, and feature lighting of Workington Hall. This Project will generally comprise: * Realignment and widening of the A66 Ramsay Brow/ A596 junction, allowing HGV movement from the A66 to the employment and distribution sites north of Workington. o A pocket park to replace the existing Henry's pub site with improved public realm, seating and a landscaped area. o New toucan crossings on the eastern and southern arms of the junction. o New cycle infrastructure along the A596 eastern footway between the A66 and Ladies Walk. o Widening of the A66 Ramsay Brow southern footway to achieve minimum 2m width throughout. * Widening of the A596 Hall Brow, allowing HGV movement from the A66 to the employment and distribution sites north of Workington. o Formal permit-holder only parking for the Hall Brow residents. o Relocated existing park boundary wall to accommodate carriageway widening. o New parallel Toucan crossing for pedestrians and cyclists across the A596, connecting Black Path to the park. The Project will be delivered in two stages: Stage 1: Design and production of Stage 2 Works Information: Administered under NEC3 ECC Option A. Stage 2: Construction: Administered under a separate NEC3 ECC Option A. There will be a decision hold-point between Stage 1 and Stage 2 where the Employer may choose to proceed, or not to proceed to Stage 2.

### Lot Information

Lot 1

Cumberland Council has embarked on a PS10.6 million project to open up a key area of Workington and improve HGV access. The location involves the A66 and A596 at Ramsay Brow and Hall Brow, two of the main roads into the town, which form an important route to the Port of Workington and other major business areas to the north of the town. There are currently a number of projects underway within Workington Town Centre, all from different funding sources, with different timescales. The Contractor should familiarise themselves with the programme of works and liaise with the Project Manager and other Contractors when planning works to avoid disrupting the works, minimise delays on the road network and maintain access to premises. https://www.cumberland.gov.uk/planning-and-building-control/regeneration-project/workington-projects The estimated total value of stage 1 contract is PS190,000.00 excluding VAT. The estimated total value of stage 2 contract is PS3,600,000.00 excluding VAT. Details of current expenditure are indicative only and the Council does not guarantee any spend against this Contract. The Council will commission the Works in two distinct stages: * Stage 1: Design, development, consents and approvals. * Stage 2: Construction There will be an Employer decision hold-point between Stage 1 and 2 when the Employer will decide whether or not to proceed to Stage 2. This decision will be at the Employers total discretion. Stage 1 will be administered under an NEC3 Engineering Construction Contract (Option A). Stage 2 will be administered under a separate NEC3 Engineering Construction Contract (Option A). For Stage 1, the Contractor will enter into a Contract with the Council (the Employer) and develop the detailed design and produce the works information for the works as described in the Works Information. It should be noted that whilst an RIBA Stage 3 (preliminary) design has been developed (drawings included as previously referenced), the Council will appoint a Contractor to accept the preliminary design and progress it through detailed design and production of works information involving the Contractors experience for risk management and 'buildability' which shall be incorporated into the works information. The Contractor will undertake any necessary supplementary investigations, studies, assessments, etc., produce all drawings, schedules and specifications for the works; identify and secure all necessary consents and approvals to enable successful construction of the works. The Contractor will provide pre-construction information (PCI) and site information as well as a Stage 2 priced activity schedule, quantified risk register and Cl31 programme for acceptance at the end of Stage 1. If the Employer accepts the Stage 1 products and the Contractors Stage 2 price, the Contractor will be appointed to provide the Stage 2 works. For the avoidance of doubt, the initial contract will be for the provision of Stage 1 works only. The Employer has no contractual obligation to commit to Stage 2 works.
