## Summary

Leeds City Council has issued a tender for providing a specialist community stop smoking service targeted at individuals with Severe and Enduring Mental Illness (SMI) or a Common Mental Health Illness (CMHI), complementing existing in-patient services. The procurement falls under the "Health and social work services" category with the CPV code 85000000. Originally initiated through a tender process, the procurement is currently in the award stage but indirectly noted that a previous attempt under the Provider Selection Regime (PSR) was abandoned. Key dates include the upcoming standstill period from now until midnight on 6th September 2024. The procurement method utilised is limited without prior publication, falling under award procedures outside the scope of traditional public contracts regulations.

This tender represents a significant opportunity for businesses involved in mental health and smoking cessation services to expand their operations within the UK healthcare sector. With the support of the Leeds Integrated Tobacco Dependence Treatment Service collaborative and the potential for future service improvements and innovative roles like a new co-ordinator position, organisations poised in healthcare service delivery, data management, and stakeholder engagement could find this tender beneficial for growth. Large-scale healthcare providers, particularly those experienced in mental health, are well-suited to compete for this contract given the comprehensive scope and collaborative nature of the programme.
