## Summary

The Waste & Resources Action Programme (WRAP) is initiating a procurement process currently at the planning stage, titled "Request for Information - Materials System Transformation – Framework". This procurement focuses on the Research and Development sector, specifically within textiles and plastics packaging. The process aims to understand the capability, capacity, and supplier interest involved in the use of textiles and packaging materials. The framework is valued at approximately £8,000,000 and may last up to eight years. The procurement involves two lots: textiles and packaging, each with distinct yet complementary goals aligned with environmental protection and sustainability, considering both UK and international suppliers.

This tender presents significant business growth opportunities, particularly for organisations and individuals with expertise in research, development, consultancy services, and innovation in textiles and packaging. Small-to-medium enterprises (SMEs) and larger firms with capabilities in circular economy practices, sustainable material development, and recycling systems would be well-suited to compete. The procurement encourages vendors who can offer new technologies or approaches to reduce environmental footprint and enhance the lifecycle of materials, presenting expansive commercial prospects for those willing to align with WRAP's sustainability objectives.

## Notice

This RFI is focused on Materials System Transformation, looking at the use of Textiles, and Plastics Packaging. It will assist in understanding if there is capability, capacity, and supplier interest for this work and in what areas. Questions have been included in Appendix 1 of the RFI document. If you are interested in the opportunity, please complete and return by the date included in section 5 below. WRAP makes no obligations or undertakings in any way to: go to tender; accept any RFI information received in this process; or any other commitment to suppliers whatsoever, including any intention to form a contract with any supplier for provision of the Opportunity. As we accelerate delivery in line with our strategy, we will increasingly need access to technical expertise (in the UK and Internationally). This could be a mix of Organisations who have the networks and expertise we need to advance our programmes and Individuals who can add value to the skills, knowledge and expertise of our internal teams. We anticipate the spend to be roughly PS500k-PS1,000000 across both lots, with the framework contract being a maximum of 8 years.

### Lot Information

Textiles

Textiles: for textiles, the ambition is to halt the increase in the carbon and water footprint of the textiles industry and set it on a trajectory to net zero. This will require a reduction in the production and purchasing of new textiles, adoption of circular business models, the application/adoption of circular design principles, textiles to be designed for longevity and recycling, and for recycling systems to be in place.

LOT 2: Packaging

For packaging: WRAP has the ambition for a circular economy for packaging, with a particular emphasis on materials where there are market failures that lead to material losses and increased carbon. This means that we want to change our relationship with packaging - removing it where it is unnecessary, reducing it where possible and ensuring that as much of it is recycled as possible.
