## Summary

The Northern Ireland Fire and Rescue Service (NIFRS) has completed its procurement process for term service contracts 2025, seeking economic operators to provide building maintenance, planned/preventative maintenance, and minor works. The process initiated as a tender under a selective procurement method using a restricted procedure. Located in Northern Ireland, this contract targeted the industry category of building construction works (CPV: 45210000), with supplementary classifications in electrical and mechanical engineering installation works. This comprehensive framework agreement allows NIFRS discretion to extend for additional one-year periods, up to a total of four years. The contract involves rapid response capabilities and round-the-clock availability from economic operators, enhancing building services across Northern Ireland. The procurement completion date was 4 March 2026, with contracts signed on 20 February 2026.

This tender presents significant business growth opportunities, particularly for companies in building construction and infrastructure services with capabilities in emergency response and multi-disciplinary resources. Economic operators such as Irwin ME Limited, J.F. H. DOWDS LTD, H J MARTIN LTD, and LOWRY BUILDING CIVIL ENGINEERING LTD have secured contracts, reflecting their capacity to provide robust maintenance and construction services. With a framework agreement cover and value exceeding £16 million, businesses equipped for 24/7 operations across various trades, such as civil engineering and glazing works, are especially suited to compete and thrive under this arrangement, offering both regional and area-specific service provisions. The NIFRS framework allows economic operators to foster partnerships, engage in robust service delivery, and leverage flexibility to meet diverse infrastructure needs throughout Northern Ireland.
