The tender process, using an open procedure, sought to secure suppliers for providing a comprehensive education programme to forensic mental health patients in medium and low secure units at Rowanbank Clinic and Leverndale Hospital. Contract awards were made on 16th December 2024, with Rosemount Lifelong Learning and City of Glasgow College successfully bidding for Lot 1: Forensic Adult Literacy and Numeracy Programme, and Lot 2: Forensic Adult Learning and Qualification Attainment respectively. The total contract value is approximately £343,004, and covers services tailored to improve literacy, numeracy, and vocational skills of patients, aligning with the requirements of the Mental Health (Care and Treatment) (Scotland) Act 2003.

This tender represents substantial opportunities for businesses within the education sector, particularly those specialising in tailored educational services and vocational training for individuals with complex needs. With the focus on developing formal qualifications and employability skills, suppliers of bespoke educational content, as well as those experienced in working within secure mental health environments, will find significant potential for growth. Businesses with expertise in areas such as adult literacy, numeracy, IT, citizen literacy, and vocational training modules such as food hygiene and the Prince's Trust qualifications stand to benefit greatly from this procurement award, contributing to the rehabilitation and integration of forensic patients into the workforce.

## Notice

Forensic mental health services are for people with a mental illness or learning disability who may be a risk to themselves or others because of their medical condition. The Mental Health (Care and Treatment) (Scotland) Act 2003 places a requirement on NHSGGC to ensure that patients with a mental illness are able to be treated in facilities which meet their needs and are not subject to higher levels of security than they require. NHSGGC seeks to contract a supplier to provide a SQA level education programme and an adult literacy and numeracy education programme for patients across both a medium and low secure unit (Rowanbank Clinic and Leverndale Hospital), in order to introduce patients to a small classroom experience, providing a variety of subjects using different activities to teach. The programmes will require to be tailored to the needs and skill level of the patients involved and provide a supportive learning environment. The programmes will provide patients with an opportunity to gain formal qualifications and to develop employability skills. The contract will be split into two Lots: Lot 1: Adult Literacy & Numeracy Education Programme Lot 2: Forensic Adult Learning & Qualification Attainment
