## Summary

Lincolnshire County Council has announced their intention to award a contract for the NHS Health Checks service under the Provider Selection Regime. This process, which falls within the health services industry category, aims to improve cardiovascular health in adults aged 40-74 years. The procurement stage is currently at the tender update phase, and this announcement initiates an 8 working day standstill period with representations accepted until midnight on 22 November 2024. The contract, valued at approximately £7,360,896, is set to commence on 1 December 2024 and is expected to last until 30 November 2029, with the potential for extension up to 60 months.

This tender presents significant opportunities for business growth, particularly for providers within the healthcare services sector. The NHS Health Check service requires providers who can deliver risk assessments, risk awareness, and risk management for cardiovascular disease, a key public health initiative. Businesses that can integrate with primary care and provide lifestyle information and advice are well-suited to compete. The selection process favours existing providers familiar with the service, but the inclusion of a new provider highlights opportunities for newcomers to participate in this extensive, long-term programme, enhancing their market presence and contributing to public health goals in Lincolnshire.

### Lot Information

Lot 1

This notice is an Intention to Award Notice for NHS Health Checks, Provider Selection Regime, Most Suitable Provider Process. This notice begins the 8 working day standstill period. Any representations relating to the Intention to award must be received by midnight on 22/11/2024 as per the requirements of the Health Care Services (Provider Selection Regime) Regulation 2023. The new contractual arrangement will require them to deliver the key components of the NHS Health Check, namely risk assessment, risk awareness and risk management. Any additional testing or clinical follow up remains the responsibility for primary care, however there is an expectation that patients are provided with relevant lifestyle information and advice as part of the communication of the results of their health check. Those who complete the Health Check and are found to have a 20% or higher risk of getting cardiovascular disease over the next 10 years will move onto the high-risk register and will then be ineligible for the NHS Health Check. The total eligible Lincolnshire population for the NHS Health Check Programme is currently 245,950. Each eligible individual is expected to be invited to receive an NHS Health Check once in every 5 year period, resulting in an annual invitation target of 49,190, or 4,099 per month. Each contracted party equally has an annual and monthly invitation target based on their patient population. Providers are currently paid according to activity, with a set cost per invite and per completed health check. There are also annual bonus payments available where Providers invite over 80% of their eligible target population each year and complete checks with incremental additional payments dependent on the proportion of checks completed to incentivise delivery. The award decision makers will be: Executive Director of Adult Care and Community Wellbeing in conjunction with the Executive Councillor for Adult Care and Public Health.

Renewal: It is proposed that given the statutory requirement for the NHS Health Check Programme that an initial contract term of 5 years is established with options to extend for up to an additional 5 years with maximum flexibility in taking these extensions (i.e. 5+1+1+1+1+1).
