## Summary

The North East London NHS Foundation Trust (NELFT) is in the process of finalising a procurement for Integrated Voluntary and Community Sector Services, focusing on Peer Worker Provision within community health services. Intended to start on 1st October 2024 and run until 31st March 2026, the contract will cover Havering (£200,355), Barking and Dagenham (£267,535), and Waltham Forest (£331,932). The procurement is at the Award stage, with the awarding process subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The standstill period ends on 20th September 2024, during which representations can be made. This contract intends to ensure continuity and enhancement of mental health support in these boroughs.

Businesses in the healthcare services industry, particularly those with expertise in community mental health support, will find ample opportunities for growth through this tender. The emphasis on peer support workers creates avenues for organisations specialising in mental health training, support, and recovery to demonstrate their capabilities. Companies experienced in integrating support workers within NHS frameworks and those with a focus on social value, equality, and innovation are particularly well-placed to compete. The use of a Direct Award Process C under the PSR 2023 allows for streamlined engagement with existing providers, giving well-prepared businesses a competitive advantage.

## Notice

The contracting authority is intended to award contracts to the existing providers following Direct Award Process C under PSR 2023 regulations, for the provision of Integrated Voluntary and Community Sector Services (Peer Support Workers). The contracts to be awarded will be for 18 months from 01 October 2024 until 31 March 2026, to the following values: Lot 1 - Havering - PS200,355 Lot 2 - Barking and Dagenham - PS267,535 Lot 3 - Waltham Forest - PS331,932

### Lot Information

Havering - Integrated Voluntary and Community Services

North East London NHS Foundation Trust (NELFT) previously commissioned partners within the voluntary and community sector (VCS) to employ, support, develop and train peer workers for the Neighbourhood Teams across each of its boroughs as part of its community mental health transformation programme. The peer support workers will be fully integrated into the Neighbourhood Teams. It is expected that they will dedicate 80% of their working week to the Neighbourhood Teams, functioning as a full member of the team alongside NELFT staff. A full time post holder would therefore be expected to spend 0.8 WTE within the Neighbourhood Team (4 days a week) and the remaining time working outside the Neighbourhood Team - half of it engaging with and helping to convene specific group based therapeutic work for service users and the local community. The remainder can then be used for personal development, training, support and work for the provider VCS partner. Overall, the post holder will provide support and recovery guidance to individuals experiencing common and severe mental health problems, using their own life experience of mental distress or as a carer and recovery as a template. This contract notice is to publish our intention to award to the existing provider following Direct Award Process C, via Provider Selection Regime 2023 regulations.
