## Summary

Transport for Greater Manchester (TfGM), acting on behalf of the 10 Local Authorities within Greater Manchester, is planning to procure a new Bridge Asset Management System (BAM) for 2025. This prior information notice signals an upcoming tender opportunity expected to be released shortly and invites industry input into the procurement strategy via a Request for Information (RFI) document. The procurement falls under the IT services category, with a focus on consulting, software development, internet, and support. Potential suppliers should be prepared to manage data for 10,000+ structures, with scalability up to 30,000 structures. The final procurement stage is currently in the planning phase, with key dates including a future notice on 31 October 2024, and the new contract projected to replace the existing one, which expires in July 2025. Interested suppliers are encouraged to register on the Pro-Contract e-tendering portal to participate in the exercise.

This upcoming tender represents a significant opportunity for businesses within the IT services industry, particularly those specialising in asset management systems, to engage with a high-profile regional authority client. Companies with experience in large-scale data management, infrastructure asset management, and providing scalable software solutions will find this tender particularly relevant. The contract’s potential duration of three to five years offers a stable engagement window for firms aiming to establish or expand their footprint in the public sector. Engaging early by contributing to the RFI can enhance a company's visibility and influence in shaping the tender requirements, fostering opportunities for long-term business growth in the Greater Manchester region.

## Notice

Transport for Greater Manchester (TfGM), working on behalf of the 10 Local Authorities within Greater Manchester, is looking to source a new contract for a Bridge Asset Management System (BAM). As noted above, the proposed system will hold the data for all 10 Authorities but each Authority will only be able to access their own data for read/write/modify/delete purposes. "Super users" accounts should be available where access is required to all data if the need arises to deal with GM wide issues. The system as supplied must be capable of accommodating 10,000+ structures. Furthermore, the supplier should indicate any cost implications (if any) in accommodating 30,000 structures in increments of 5,000 structures e.g. 15k, 20k, 25k & 30k structures. The inventory should hold the basic data and information on the stock of highway structures in terms of descriptive parameters such as structural type, form, construction material and geometry (dimensions, span, width, skew etc). Attributes held in the inventory should enable management to operate at a number of levels, e.g. stock, groups or individual structures. The expectation is that this will be a min 3 to max 5 year contract although the final term is will be confirmed later. The current contract expires July 2025. This is a prior information notice to notify interested organisations of a possible up and coming tender opportunity expected to be released in the coming months and to ask for market input into the procurement strategy / process exercise by completing and returning an RFI document. This exercise and any tender exercise will be completed via the Pro-Contract / Proactis e-tendering procurement tool, so interested suppliers that don't already have a login for this system, are encouraged to register. The details contained within this notice are provisional and are subject to change.
