## Summary

The Secretary of State for Health and Social Care, represented by the UK Health Security Agency (UKHSA), has announced a planned procurement for the provision of an X-Ray Irradiator, essential for their Diagnostic, Pathogenesis and Characterisation division at the Porton site (region: UKK15). This procurement falls under the category of laboratory, optical and precision equipment (CPV code: 38000000). Currently in the planning stage, the procurement process is set to culminate on 27 September 2024 at 12:00 pm. The total estimated contract value is £250,000. It is important to note that this initial stage is a Request for Information (RFI), aimed at gathering information without committing to a full procurement action.

Businesses with expertise in the manufacture and supply of self-contained X-Ray irradiators will find this tender particularly attractive. The contract outlines stringent technical requirements, including equipment dimensions, performance capabilities, and compliance with ISO9001 and ISO 2230 standards. Suppliers capable of delivering high-dose x-ray irradiation devices that meet durability and adaptability criteria are well-positioned to benefit. This procurement provides an opportunity for growth, particularly for companies that can offer robust, off-the-shelf designs with comprehensive support services tailored to high-containment pathogen inactivation and research needs. Engaging in this tender could bolster suppliers' portfolios by partnering with a significant national health authority.

### Lot Information

Lot 1

Request for Information (RFI) - Procurement of an X-Ray Irradiator for the UKHSA (United Kingdom Health Security Agency).

This RFI is for information-gathering purposes and does not constitute a commitment, implied or otherwise, that the UKHSA will take procurement action in this matter. Further, the UKHSA will not be responsible for any costs incurred in the preparation and submission of the response.

UKHSA is seeking to appoint a provider for the provision of an X-Ray Irradiator and supporting services. The irradiator is required for the Diagnostic, Pathogenesis and Characterisation division at Porton.

The X-ray irradiator service at Porton is the sole UK Sovereign Capability for high containment pathogen inactivation. This service provides irradiated pathogens to research establishments, other UK government facilities and associated healthcare-based settings, this is vital to both research and outbreak response across the UK. An irradiator is required as a backup for the existing irradiators, both for contingency and to increase output.

The x-ray irradiator must meet the following mandatory technical requirements:

* Must be a self-contained x-ray irradiator
* Must have external dimensions no greater than H2000mmxW1100mmxD1000mm
* Must have single phase power
* Must be an off the shelf design with known performance, not a bespoke or developmental design.
* Must be capable of delivering high dose x-ray to achieve required throughput of pathogen inactivation (above 100 Gy/minute required as some pathogens take up to 35 kGy to inactivate).
* Must have durability/longevity worked into system design.
* Must have capacity for introduction of external probes, cameras etc.
* Must have capacity for sample rotation to allow for sample mixing and homogeneity of irradiation dose
* Must have programmable exposure time
* Must have variable x-ray filtration options
* Must have programmable shelf height/x-ray beam irradiation area
* Must be repairable/have capacity to replace X-ray tubes
* The shelf used for irradiation must be capable of supporting 4.5 kg minimum.

The supplier must comply with ISO9001 (Quality Management) and ISO 2230 (Business Continuity) standards throughout the contract term. Additionally, adherence to relevant health and safety guidelines to prevent injury is required.

If you have a solution which can meet the above requirements, please contact Science.Tendering@ukhsa.gov.uk Subject: X-Ray Irradiator. The deadline for responses is 27/09/2024 12:00pm.
