## Summary

Derry City and Strabane District Council is seeking suppliers for the "T24-131BUS PEACEPLUS Forward Thinking" project, classified under the Community action programme industry category. This service-based procurement aims to initiate an adult dialogue project centred on the future relationships between North-South and East-West, exploring constitutional questions such as the impact of Brexit. This dialogue project is a critical part of the council's PEACEPLUS programme, designed to foster stability and reconciliation in Northern Ireland. Key dates include the tender period ending on 18th October 2024 and the award period beginning immediately after. This open procedure, financed under the PEACEPLUS Programme 2021-2027 by the European Union, is currently in the tender stage.

This tender offers substantial business growth opportunities, especially for organisations specialising in community action programmes and democratic engagement. It is particularly suitable for businesses experienced in handling diverse political perspectives, reconciliation projects, and democratic engagement activities. Companies that can draw insights from similar constitutional challenges and apply best practices from other regions are well-suited to compete. The contract, valued at approximately £80,000, will involve comprehensive engagement with varied political opinions and those most impacted by border-related issues, promising extensive scope for community impact and dialogue facilitation. This opportunity is ideal for SMEs focused on peace-building and community cohesion.

## Notice

Derry City and Strabane District Council invite suppliers to tender for PeacePlus Forward Thinking. This is an adult dialogue project around the future of North-South and East-West (N-S and E-W) relationships. It includes exploring constitutional questions and challenges (e.g. calls for a border poll, impact of Brexit etc) from a diverse range of perspectives. It is one of the key dialogue based projects within the council PEACEPLUS programme. The local co-design process showed that this topic is as a critical future-facing conversation for stability and reconciliation in Northern Ireland. Whilst there are a range of views on BREXIT, there is recognition that its impact has been seen as destabilising to the peace process. This project aims to address this perceived contentious topic in order to build trust and capacity for democratic engagement. The project will engage with very diverse views and identities including diverse political opinions, and those most impacted by the borders and the issues being discussed. The project will include visits to places elsewhere also facing constitutional challenges e.g. Scotland; or any EU area of political/identity conflict. Programming may wish to consider learning from re-unified areas of the EU e.g. Germany. Visits will explore how other areas manage pressures and find relevant learning. Please refer to the CfT documents for further detail.
