## Summary

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) has issued a tender titled "CEFAS24-104 Invitation to Tender for services to provide a monitoring programme on recreational sea angling in England and Wales." This tender falls under the services category, specifically survey services (CPV code 79311000). The open procurement procedure started on 23rd September 2024, with a submission deadline set for 25th October 2024. The contract period spans from 1st December 2024 to 30th November 2027. The project aims to gather data on the estimates of catches and expenditure by recreational sea fishers across England and Wales during 2025 and 2026, continuing previous survey efforts to ensure continuity. This procurement is strategic for providing scientific advice on the management of priority recreational marine fisheries and supporting environmental protection policies.

This tender presents significant opportunities for businesses specialising in environmental surveys, data analysis, and fisheries management. SMEs with expertise in these areas can leverage this opportunity to engage in a high-impact project, contributing to sustainable marine resource management. The winning supplier will be responsible for identifying a representative sample of recreational sea anglers, facilitating electronic catch diaries, and analysing reported data. Businesses adept in cost-effective survey methods and those with a successful track record of similar projects would be well-suited to compete in this tender, valued at approximately £500,000. Furthermore, the emphasis on quality, social value, and cost in the award criteria encourages innovative and comprehensive proposals from potential suppliers.

### Lot Information

Lot 1

Defra requires Cefas to provide scientific advice on the management of priority recreational marine fisheries, including development and evaluation of regional, national proposals, and technical conservation measures that informs policy and ensures a sustainable sector within the context of the protection of the marine environment.
Cefas require the Supplier to deliver a survey to gather data on the estimates of catches and expenditure by recreational sea fishers across England and Wales in 2025 and 2026. The two surveys should build on the previous surveys already completed to ensure continuity - reports from this previous work can be viewed here on gov.uk.
The following survey elements are needed:
1.1. Identification of a representative sample of people who fish for recreation in the sea and who are willing to keep catch diaries throughout 2025 and 2026, using an appropriate, cost-effective method.
1.2. A panel survey involving the completion of electronic catch diaries and expenditure throughout 2025 and 2026 by a sample of people from the list of recreational sea fishers identified in step (4.1), and the archiving and analysis of data reported.
