## Summary

North Somerset Council is currently in the tender stage of procuring support services for its "Live at Home Services Tier 2 Flexible Framework - Woodspring" project. This procurement falls under the health and social work services industry category. The project location is in the region of UKK12, specifically Weston-super-Mare. The procurement is carried out using an open procedure under the Light Touch Regime, as specified by regulations 74-77 of the Public Contract Regulations 2015. Key dates to note include the tender submission deadline on 25 October 2024 at 13:00 and the commencement of the award period on the same date. The flexible framework duration is initially set for 36 months, with potential extensions of up to an additional four years, making a possible total term of seven years.

This tender presents significant opportunities for businesses specialising in home care services to expand their portfolios by securing contracts with North Somerset Council. Companies that are suitably qualified and capable of meeting the flexible needs of the framework will find this procurement especially appealing. The agreement allows for periodic re-openings, enabling new or late entrants to join and existing providers to scale up as required. This flexibility is ideal for businesses looking to adapt quickly to market demands and grow their service offerings within the health and social work sector. The lack of guaranteed volume or value of work under the framework also encourages competition based on quality and reliability rather than sheer capacity.

## Notice

North Somerset Council is seeking to commission a Home Care 'Flexible Framework Agreement' of suitably qualified providers under which it can call-off via direct awards. The 'Flexible Framework Agreement' will be commissioned under the Light Touch Regime (implemented through regulations 74-77 of the Public Contract Regulations 2015). This flexible framework agreement differs from those set up under the non-Light Touch Regime in that the Council may exercise its flexibility to periodically 'open' the flexible framework for providers to submit applications to join, particularly if it needs to increase the capacity or respond to emerging needs. If the Council decides to open up the flexible framework agreement for applications, it will do so on the same terms and conditions and on the same criteria. The duration of the flexible framework agreement will be 36 months with an optional extension of up to 4 years in 2-year increments, creating a maximum possible flexible framework term of 7 years. Call-off contracts will be of varying durations according to the assessed needs of service users. This Framework doesn't guarantee any volume or value of work. Please see Supplying the South West for further details.
