## Summary

The NHS South East London Integrated Care Board (ICB) has recently confirmed an award for the procurement of additional same-day primary care capacity, titled "Temporary additional winter primary care capacity (Winter Scheme) Bromley." The procurement falls under the services category with a focus on general-practitioner services. This temporary service, known as 'Winter Illness Hubs,' aims to address the increased demand for GP services during the winter season, from 11th November 2024 to 24th April 2025. The project was initiated due to urgent circumstances and follows a limited procurement method, bypassing the usual call for competition. The contract, valued at £426,775, was signed on 18th September 2024, with the primary evaluator being NHS South East London ICB located at 160 Tooley Street, London.

This tender presents significant growth opportunities for businesses specialising in healthcare services, particularly those capable of providing general-practitioner services at a borough-wide level. Organisations such as small to medium-sized enterprises (SMEs) and established medical groups that can rapidly scale up operations and deliver quality GP services will find this project particularly suitable. The emphasis on immediate response and safety, combined with the potential to contribute to critical winter healthcare needs, offers both a vital public service role and a pathway to establish or expand presence in the healthcare sector.

### Procurement Information

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Approved by SEL ICB - Bromley Procurement and Contracts Committee. No conflicts of interest were identified. Reasons for urgency: Increase in demand for GP services anticipated as a result of pause and subsequent restriction of blood tests as a result of the cyber attack Additional demand on GP services as part of undertaking restoration and recovery now services have transitioned back to Synnovis. Potential risk of impact as a result of collective action in line with BMA guidance; the intentions are unknown and cannot be fully defined at this stage These were unexpected factors that will exacerbate the usual winter pressures and therefore required a rapid procurement of additional GP capacity to maintain safe patient care over the Nov-April period
