## Summary

The Pension Protection Fund, based in Croydon, United Kingdom, is actively managing procurement processes for the "Restructuring and Pre-Insolvency Services (RPIS) Framework," focusing on pension services. The procurement aligns with the economic affairs sector and involves services related to corporate restructuring and insolvency proceedings. This activity is part of a completed open procurement method initiated in 2024, progressing from the tender stage to the award, with contracts signed on 1st April 2025. The framework included multiple suppliers and was structured under the CPV classification 66520000. The procurement allowed for an extension possibility of up to four years, incorporating a 2+1+1 option on the initial two-year term.

This framework provides substantial opportunities for business growth in the financial and advisory sector. Companies specialising in financial evaluations, restructuring options, and insolvency advisory services have the chance to support pension scheme trustees in monitoring employer covenants effectively. The procurement is particularly beneficial for large-scale firms that offer comprehensive services, including BDO LLP and Grant Thornton UK Advisory & Tax LLP, among others. By participating in such frameworks, businesses can extend their client base and service offerings in a high-value, public interest domain, positioning themselves as pivotal players in the management of pension funds and associated financial advisory services.

## Notice

The scope of services provided under this framework relates to when scheme employers are undergoing corporate restructuring, particularly where this involves insolvency proceedings. These arrangements can have long-term repercussions for schemes' employer covenant and funding, and this panel will ensure that trustees access the expertise needed to protect schemes' interests and maximise the likelihood of delivering a viable employer and scheme at the end of the process.
