## Summary

Natural Resources Wales (NRW) is planning a procurement process for the Marine Licencing and Specialists Advice Framework 2025, with an industry category classified as marine services. NRW will host a virtual Supplier Engagement session on 13th November 2024 from 10:00 a.m. to 11:30 a.m. to discuss this procurement. The framework aims to provide specialist technical advice on environmental impacts from marine licence applications, along with analytical services such as sediment sampling and analysis. The procurement process is currently in the planning stage, and a future notice is expected on 10th December 2024. The contract value is estimated at £2,500,000 GBP, and it is anticipated that multiple lots will be awarded per supplier.

This tender offers significant opportunities for businesses specialising in marine services, including sampling analysis, environmental impact assessments, and providing specialist advice on marine noise, pollution prevention, and ecological monitoring. Firms experienced in fisheries, underwater acoustics, and environmental modelling are well-suited to compete. By participating, businesses can leverage their expertise in niche marine services to secure valuable contracts and foster growth through collaboration with a prominent regional authority like NRW. Detailed technical knowledge and the ability to handle complex environmental assessments will be critical for successful bidders.

## Notice

The Marine Licensing Team (MLT) within NRW act as the regulator for marine development consent within Wales (currently inshore region - to 12nm offshore), as described by the Marine and Coastal Access Act (MACAA, 2009). NRW undertakes this role on behalf of Welsh Ministers. This purchase is to enable provision of the following: Specialist technical advice on the impacts to the environment from marine licence applications, that is often outside of the remit of NRW specialists, or beyond the resource capacity available within NRW at the given time, for example (but not limited to), specialist fisheries and underwater acoustics advice. Analytical services, for example, but not limited to, sediment sampling and analysis service associated with dredge-disposal activities (pre-application; applications and post-licensing discharge of conditions).
