## Summary

The Driver and Vehicle Standards Agency (DVSA) has completed the procurement process for the "TARS Legacy Services" contract, focusing on IT services like consulting, software development, Internet, and support. This contract supports DVSA’s core services, including driver and rider practical tests, instructor services, and driver certificates of professional competence, all across the UK. The procurement followed a limited procedure without prior publication due to technical reasons, awarding the contract to BJSS Limited, who were identified as the only suitable provider. The initial contract term is for 3 years with a potential to extend up to 6 years, having a total maximum value of £19,680,000. The contract was signed on 9th September 2024.

This tender offers substantial opportunities for businesses specialising in IT services, particularly those with capabilities in managing and supporting legacy systems until their transition to newer platforms. The nature of this procurement favours businesses with highly specialised technical knowledge and experience in the automated testing and registration systems relevant to DVSA's needs. While this specific opportunity required a high degree of technical expertise from a sole supplier, similar future contracts may provide openings for businesses adept at working with governmental agencies, developing innovative IT solutions, and fulfilling high-stakes, high-value contracts.

## Notice

DVSA requires services to support and develop it's TARS Legacy family of systems until transition to the future Driver Services Platform. These systems support 3 core services for DVSA: * Driver and Rider Practical tests * Instructor Services, and * Driver Certificate of Professional Competence.
