## Summary

Northumbria Police has completed a public procurement process for pension software, classified under the industry category of "Software package and information systems." The procurement was necessary to support the administration of pensions, including tasks such as pension quotations, annual benefit statements, and annual allowance calculations. The software will also facilitate bulk data submissions to the Home Office and Government Actuary's Department. This contract, identified as NP0313, was awarded to HEYWOOD LIMITED on October 1, 2024, with an active status. The procurement method was limited and negotiated without the publication of a contract notice, due to technical reasons and the ongoing complexity of the McCloud Remedy Legislation. The procurement stage is now at the Award stage, and the contract is valued at £830,265.

This tender presents a substantial opportunity for businesses specialising in software development and information systems, particularly those with expertise in financial or governmental support software. The incumbent supplier, HEYWOOD LIMITED, was selected due to their specific skill set and experience, making it a valuable opportunity for similar businesses to observe market needs and standards. Companies focused on providing highly specialised, complex software solutions will find this case particularly instructive, especially those that can offer continuity, skill retention, and manage legislative compliance seamlessly. Given the potential requirement for similar future tenders, positioning your business within this niche market can drive significant growth.

### Procurement Information

Due to the ongoing complexity of the implementation of the McCloud Remedy Legislation, it is the considered view of the Contracting Authority that there is no alternative option other than to continue to contract with the incumbent supplier at this time. Grounds for justification have been summarised below: - Complexity and repercussive nature of any change to the current supply chain during implementation of a legislative requirement. - Continuity of skill and experience to deliver and maintain the current Pension Software. - Change management of solutions and data transfer/migration at this current time would be both contentious and repercussive to both the Scheme Managers and the Scheme Members. All efforts have been made to ensure value for money and continuity of service under the direct award approach and any extension or new contract will be subject to the normal contract management and performance processes. It should be noted that the incumbent software supplier is not party to any accessible national framework. As a result, the Contracting Authority can only proceed on the basis of a Single Tender Action (STA) on the grounds of skill/experience, cost of change and legislative obligation.
