## Summary

Network Rail Infrastructure Ltd has announced an updated tender for a framework agreement titled "Property Construction and Refurbishment Works," focused on the construction and refurbishment of buildings related to railway transport. This tender spans across multiple regions including the Southern, North West & Central, Eastern, Western & Wales, and Scotland regions in the United Kingdom. The process is currently in the tender update stage with a new deadline for expressions of interest set for 19 November 2024 at 12:00 PM. The procurement seeks to establish a framework for systematic construction projects, both for renovation and new builds, with lots designated for different regions and specific requirements like Principal Contractors Licenses (PCL) for some infrastructure-related works.

This tender presents significant opportunities for businesses engaged in construction and property refurbishment, particularly those with experience in railway infrastructure. Companies able to meet the specific requirements for each lot, particularly those holding or capable of obtaining a Principal Contractors License, would be well-suited to participate. The competitive procedure with negotiation allows for strategic participation and potentially long-term stability through a framework that could extend up to 2030, fostering both market growth and expanded service offerings for the successful bidders.

## Notice

The anticipated works covered by this framework will encompass a wide range of construction projects, including, but not limited to, the renovation and refurbishment of existing commercial and industrial properties and the construction of new properties across Network Rail's estate. The geographic coverage of the lots offered will align with Network Rail's Regions. Regions will be covered by two lots (with the exception of Network Rail's Southern Region), a Lot covering work on Network Rail's infrastructure, requiring the provider to hold a Principal Contractors License (PCL) (as defined in Network Rail Standard NR/OHS/L2/00130 'Creating a Site of Work Segregated from the Railway') and a Lot covering work in the 'high street' environment (as defined in Network Rail Standard NR/L3/OHS/005 'Design and Construction in a High Street Environment').
