## Summary

The procurement falls under the industry category of document management systems and has a value of £8,000,000. The procurement method being used is a restricted procedure, and the serious fraud office seeks to engage with a specialist provider experienced in the criminal justice marketplace. The procurement process is in the Tender stage, with the tender period ending on 20th November 2024 and the invitation to the second stage scheduled for 27th November 2024. The solutions must be cloud-based and configurable, deployed on a UK-based cloud service or compatible with one. The contract includes a possible extension clause, indicating long-term engagement opportunities.

This tender presents a significant opportunity for businesses specialising in cloud-based document and case management systems. Particularly, those with experience in delivering solutions to the public sector and the criminal justice system will find this tender aligned with their expertise. The Serious Fraud Office emphasises flexibility and adaptability, so businesses capable of providing innovative configurable solutions that maintain resilience against change are well-suited to compete. Additionally, the contract's high value and the option for long-term renewals suggest substantial business growth prospects. Potential bidders must be able to meet stringent security and integration requirements indicative of handling sensitive criminal case data.

## Notice

The Serious Fraud Office (SFO) is seeking to procure a Case Management System (CMS). The SFO aims to acquire proven, 'off-the-shelf', cloud-based software, that is configurable and has sufficient flexibility to be adapted to suit our specialist needs. Flexibility and adaptability will be crucial factors in deciding any winning bid. These qualities will permit SFO to maintain resilience against inevitable change, as the successful bid must represent a long-term solution that will continue to provide benefits and add value over time. In order to ensure adequate conformance to our unique operational requirements, the SFO is looking to contract with a specialist provider active in the criminal justice marketplace, with experience of implementing similar products for public sector bodies. The winning bidder will be responsible for the technical configuration and implementation of their solution, and must have the capacity and ability to deliver results on time and to budget. As a result of the sensitivity of the cases we tackle, the SFO requires that any winning solution must be either deployed on a UK located cloud service, or compatible with an existing UK located cloud service. We cannot consider bids where this prerequisite is not met.
