## Summary

The NHS South Yorkshire Integrated Care Board has awarded a contract to Eye Street Opticians Ltd for the delivery of Optometry Local Enhanced Services for the period of 2024/25. This contract, classified under the industry category "Optician services" (CPV: 85160000), covers the Rotherham region (UKE3) and was awarded through a limited procurement method. The procurement falls under the Provider Selection Regime (PSR) Regulations 2023, bypassing the Public Contract Regulations 2015, and the contract will run from 1 April 2024 to 31 March 2025. The procurement stage is complete with all necessary legalities observed, and no conflicts of interest were identified. The overall contract value is based on activity in accordance with the nationally mandated NHS Payment Scheme.

This tender presents notable opportunities for businesses specialising in optometry, particularly those with the ability to deliver enhanced local services in conjunction with General Ophthalmic Services (GOS). Companies that meet the necessary GOS contract and specification criteria can be eligible, although this service is currently limited to an established group of providers. As the contract is based on activity, there is potential for scalable income based on service delivery, benefiting small and medium-sized enterprises (SMEs) in the healthcare sector. Eligible businesses can leverage this opportunity to expand their service offerings and grow sustainably within the healthcare domain.

## Notice

The provider is commissioned to deliver locally enhanced services for the Rotherham
population.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The provider is paid on an activity basis based on local prices. The contract award is from 01/04/2024 to 31/03/2025. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
