## Summary

The NHS South Yorkshire Integrated Care Board has completed the awarding process for the "Optometry Local Enhanced Services 2024/25" contract to Scrivens Opticians & Hearing Care. This contract, covering the Rotherham area, falls under the healthcare services industry, specifically focusing on optician services. The procurement process was conducted under the Provider Selection Regime (PSR), bypassing the Public Contracts Regulations 2015. The contract, which runs from 1st April 2024 to 31st March 2025, engages an existing provider to deliver locally enhanced services in conjunction with their General Ophthalmic Services (GOS) contract. This direct award process ensures that the integration of additional ophthalmic contracts enhances the existing services provided to the Rotherham population.

This tender presents a significant business opportunity for firms specialising in optician services, particularly those holding a General Ophthalmic Services (GOS) contract. The contract is paid on an activity basis, aligning remuneration with the nationally mandated NHS Payment Scheme. Given that the tender required specific qualifications and an existing framework with the NHS, other businesses in the optical field who meet these stringent criteria may find similar future opportunities for growth. Therefore, small to medium-sized enterprises (SMEs) within the optometry industry, that already have GOS contracts or are looking to expand their services within such frameworks, would be well-suited for such procurement processes in healthcare.

## Notice

The provider is commissioner to deliver locally enhanced services for the Rotherham population integrated with their additional Ophthalmic contracts.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham population. This contract Award has been made following direct award process B under the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The provider is paid on an activity basis based on local prices. The contract award is from 01/04/2024 to 31/03/2025. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
