## Summary

NHS England is currently in the tender stage for a contract titled "FIT@80 Evaluation," classified under health services (CPV: 85100000). The primary procurement category is services, focusing on evaluating the reduction of the NHS Bowel Cancer Screening Programme referral threshold from 120 ug/gm to 80 ug/gm, aligning with the Scottish screening programme. The proposed tender has an estimated value of £500,000 and follows an open procedure procurement method. The contract period is set from 6th January 2025 to 6th May 2027, with no renewal options. Key dates include a tender period ending on 21st November 2024 and a bid opening on 22nd November 2024. The work will be conducted in the UK, with electronic and written submissions allowed.

This tender represents a significant opportunity for businesses specialising in health services, particularly those experienced in research consultancy and programme evaluation. It provides a chance for SMEs and larger enterprises to utilize their expertise in supporting NHS England's screening programme, aiming to enhance early cancer detection and improve patient outcomes. Businesses adept at managing complex health initiatives and offering cost-effective, quality-oriented solutions are well-suited to compete for this project, potentially broadening their service portfolios and contributing to impactful public health advancements.

## Notice

To support achievement of NHS Long Term Plan ambitions, it has been agreed by NHS England that the NHS Bowel Cancer Screening Programme referral threshold will reduce from 120 ug/gm to 80ug/gm, in line with the Scottish screening programme. Evidence suggests that this will be a cost-effective way to detect more cancers earlier, reduce mortality and increase quality of life.

Achieving this extension will be challenging alongside year-on-year increases in endoscopy demand from symptomatic services, BSCP age extension, and the enrolment of people with Lynch syndrome into the programme. Therefore, to understand how this change in screening protocol can be delivered sustainably it has been agreed that the threshold will initially be dropped in select pilot sites alongside a comprehensive evaluation.

Therefore NHSE seeks a partner to deliver the evaluation.
