## Summary

The NHS South Yorkshire Integrated Care Board has finalised the contract award for Optometry Local Enhanced Services 2024/25 to Specsavers Worksop. This procurement, governed by the Health Care Services (Provider Selection Regime) Regulations 2023, falls outside the traditional Public Contracts Regulations 2015. The awarded contract covers the Rotherham area and carries the classification of "Optician services" under CPV code 85160000. The contract is designated for the delivery of locally enhanced services from 1st April 2024 to 31st March 2025. The selection was made using a limited procurement method without prior publication of a call for competition, focusing on established provider capabilities in conjunction with General Ophthalmic Services contracts. No conflicts of interest were reported during the award process.

This tender creates substantial opportunities for optometry businesses with General Ophthalmic Services contracts to expand their service offerings within the Rotherham region. The framework ensures that businesses can integrate enhanced services, fostering growth and increased revenue streams tied to local pricing and activity levels. Companies like Specsavers Worksop, which are already well-anchored in providing ophthalmic services, will find this contract advantageous for further market penetration and diversified service provision. However, new entrants must meet stringent specifications and interdependency criteria to compete effectively, highlighting the importance of established service capacity in delivering comprehensive eye care solutions.

## Notice

The provider is commissioner to deliver locally enhanced services for the Rotherham population integrated with their additional Ophthalmic contracts.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham population. This contract Award has been made following direct award process B under the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The provider is paid on an activity basis based on local prices. The contract award is from 01/04/2024 to 31/03/2025. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
